The Role:
POSITION JUSTIFICATION – (CSF/MHR Operations Manager)

The CSF / MHR are key areas in the transportation and storage of modules destined for the construction site at 3GI and 3GP. The CSF will be operated by two major sub-contractors in Tengiz Services and Sarens, providing a variety of services, including security, module storage, fuel supply to port and module transportation. Guidance and leadership from employer is required to ensure that there is an efficient interphase between the two sub-contractors in the efficient transportation of cargo from the storage in the CSF to site.

Role: Support the Land Operations Manager in the implementation of execution plans and management of the Project Logistics SOW specifically associated with the Cargo Storage Facility..
Accountable for: Accountable for the development and management of the operations at the CSF and transport operations from COF to CSF, and CSF to Construction site to support the delivery of all modules/PAU/PAR/SODC from port to site.

Responsibilities:
• Commits to, champions and leads in ensuring that all logistics activity is conducted in such a manner as to ensure the protection of the environment, as well as the lives and health of all persons, either directly or indirectly, associated with the delivery of the Project.
• Ensure that the safest systems of work are selected, developed, implemented, and managed for all phases of the Project;
• Provide technical support/assurance to the port Delivery Team;
• In addition to managing the risk and/or risk mitigation plans that have been allocated by the Logistics Risk Manager, review logistics activity within own scope in order to identify new risk, allow closure of existing risks, and support the mitigation/contingency planning process.
• Assisting the Construction, LMT Contractor to work collaboratively
• Ensure full compliance with regulatory and Customs
• Comply and reinforce Project Goals and Policy Environmental in addition to comply with all local ROK Environmental requirements
• Managing change, including identifying and implementing all changes that are necessary for safety, operability, and protection of the environment and to meet contract requirements.
• Monitoring, reviewing, and auditing the scope of work performed by LMT Contractor and TS under the terms of the project contracts.
• Responsible to ensure that the Personnel and Equipment for the Operation in Kazakhstan is in line with Chevron Standards and regulations.
• Develop with the Contractor proper Road Transport Operation Procedures and Protocols to insure safe and efficient operation.
• Develop with the Contractor proper Marine Operation Procedures and Protocols to ensure safe and efficient operation.
• Responsible for the day to Day operation at the CSF, which includes Transport from COF to CSF, Offloading/Storing of Cargo/Modules and Transport from CSF to the Staging Area in coordination with the Construction Management.
• Communicate and report to Land Operations Manager on a Daily basis planning, performance and any issues arriving.
• Implement processes and performance measures to insure clear understand of present performance against the contract and the planning which allows recognizing problems early.

Key Interfaces: Land Delivery Project, Operations and Contractor teams, COF Marine team, Project Controls and contracting teams.

Essential Skills / Qualifications:
Minimum Years of Industry Specific Experience:
5 years Logistics industry
5 years Heavy Lift and Transport industry

Required Skills/Attributes:
• Demonstrable experience in Contractor and sub-contractor management
• Experience working within a mixed cultural environment
• Good communication skills.
• Heavy lift and transport background.

Preferred Skills/Attributes:
• Logistics Planning experience will be considered an advantage.
• Safety related qualification and/or experience.
• Proven knowledge of oil industry useful
