The Role:
Construction Manager who has led teams on large-scale construction projects. This is a senior management position with responsibility for leading of offshore fleet construction teams through project study, construction, commissioning and delivery stages. Experience with DP classed PSV, AHTSV, Standby and Fast Crew Boats operations and constructions. Experience in moored semisubmersible, jack-up or in Dive Support Vessels’ constructions and/or upgrades projects is a plus. Previous office based marine support / management experience to be taken into consideration.

Education, Training, Licenses, Certifications and Reference/Recommendation letters:
 Bachelor's degree in naval architecture or marine engineering. A postgraduate degree in construction and/or project management is an added advantage.
 Minimum 5 years of experience in offshore fleet construction projects.
 Reference/Recommendation Letters from minimum two previous employers

Competency Requirements:
 Strong character with excellent leadership and management skills.
 Highly organised with the ability to manage numerous demands at the same time.
 First-class negotiation, communication and analytical skills including the ability to write clear and concise reports
 Ability to work within tight deadlines
 Preferred experience in hand-on operation of various DP related constructions, upgrades and vessels conversions
 Familiarity with offshore industry codes/standards, including international and industry recommended practices
 Flexibility in working hours and being able to travel internationally when required

Key responsibilities and accountabilities:

 Schedule construction projects in logical steps and budget time required meeting deadlines.
 Determine labour requirements and necessary workers/specialists to construction sites.
 Inspect and review projects to monitor compliance with building and safety codes, and other local and international regulations.
 Participate in contracts negotiations, revisions, changes to contractual agreements with architects, consultants, clients, suppliers and subcontractors.
 Responsible for obtaining all necessary pre-construction permits and licences together with other related statutory departments and offices.
 Select, contract and oversee workers who complete specific phases of the project.
 Prepare and submit weekly progress reports and cost tracking reports from construction site/s to the company management and clients.
 Develop and implement quality control programmes.
 Take actions to deal with the results of delays, bad weather, or emergencies at construction site/s.
 Confer with supervisory personnel, owners, contractors and design professionals to
discuss and resolve matters such as work procedures, complaints and construction problems.
 Plan, organise and direct activities concerned with the construction, upgrade and conversions of fleet, facilities and systems.
 Evaluate construction methods and determine cost effectiveness of plans.
 Periodic inspection of construction sites.
 Identify the elements of project design and construction likely to give rise to disputes and claims.
 Serve as a key link with the clients for construction issues and review the deliverable prepared by the team before passing onto the company management and client/s.
 Provide review of the Company procedures related to fleet construction and upgrades.
 Prepares recommendations for fleet upgrade and/or conversion works, and initiates procurement of materials / spare parts together with Technical & Engineering and Procurement Departments.
 Participate in incident investigations related to ships’ construction and verify that investigations are carried out effectively
 Provide supervisory assistance/advice in investigating and closing-out fleet construction and fleet upgrade related incidents
 Participate in the provision of out of hour’s operational and emergency call-out, ensuring a continuous service is provided
 Provide input and support into the overall company marine strategy, specifically in the areas of fleet construction and fleet upgrades
 Assisting Human Resources Department with selection of fleet construction personnel
 Responsible for development, implementation, and administration of company fleet construction policies, procedures and guidelines
 Ensuring compliance of the fleet under construction where appropriate with the Company’s Policies and Procedures in accordance with the requirements of Quality Standard ISO 9001:2008, Occupational Health & Safety Standard OHSAS 18001:2007, the ISM Code 2010 and Environmental Standard ISO 14001:2004.
 Facilitates information and good company relations with outside vendors and customers with regard to fleet construction and upgrades.

The Working Environment
CCO will spend the majority of his/her time working from the head office together with the company senior management, co-ordinating resources for constructions and upgrade aspects of the fleet.
