The Role:
The Chief Telecommunications Engineer is responsible to the Systems Group Manager for the day-to-day management of all the Project and Department administrative and engineering functions within the Company. In this role, you will be accountable for the leadership and development the Telecommunications Engineering Group. The position is a hands-on role which is most cases involves the management of a particular on-going Project or Projects whilst overseeing and ensuring any other current company Projects are meeting the high standards required by the Company and Industry.

The role predominately involves the Front End Engineering Design (FEED) or Engineering Design, Procurement and Construction (EPC) for Oil and Gas related clients, such as Shell, Exxon Mobil, and BP, in compliance with related client or International Industry standards and practices. The role also involves corporate responsibilities which will include interviewing engineers, developing execution strategies, technical audits, preparation of quotations for bidding new project and cold-eye reviews of other lead telecommunication engineer’s work.

Responsibilities:
• Work in collaboration with the Group Manager to set the vision and strategic direction of the Electrical Systems Group
• Provide technical (and execution) support and governance to Projects via Lead Telecommunication Engineers
• Coordinate closely with other engineering discipline Lead engineers and managers for the design requirements for Projects, such as plot plan layouts, building service requirements, power requirements and HVAC requirements
• Technical interfaces with cliental, other Departments, suppliers / vendors and consultants
• Provide technical direction of the Telecoms Group and act as the technical focus for the Group, including project set-up, execution, close-out and butt lists
• Responsible for Operational Alerts and Lessons Learnt, ensuring these are disseminated to the Telecoms Group and implemented and incorporated in the relevant Procedures, Technical Work Practices (TWPs) and Standards
Review, support and agree Telecommunication technical issues with the Project Lead Telecommunication Engineer’s disseminate and implement Group’s ‘best practice’ on projects
• Responsible for Telecommunication system design software including validation, training and deployment on to Projects
• Provide input to department budgets, proposals, training plans and Group’s technical succession plan
• Manage and coordinate mentoring of Telecommunication graduates including department rotation and progression to CEng. Support (where appropriate) institute applications
• Keep up to date with latest industry practices, standards and product development, and disseminate to the group
• Network with other Chief Engineers in the Foster Wheeler organisation, internally, nationally and internationally to facilitate best practice within the organisation
Represent Foster Wheeler on outside Technical Committees and maintain industry networks
• Plan, Coordinate and conduct telecommunication audits and technical reviews on projects
• Co-ordinate Telecommunications Manpower Plan (MPP) for telecommunication engineer staff allocation
• Manage the recruitment process for Telecommunication Engineers, conduct technical interviews and support recruitment of technical specialist as directed by Systems Group Manager

Essential Skills / Qualifications:
• Degree in a relevant telecommunications engineering subject, plus Chartered or incorporated engineer qualifications. We will also consider BICSI RCDD accreditation or Higher National Certificate or Diploma in Electronic Engineering
• Experience in one or more of the following industrial sectors: Oil and Gas, Petrochemical, LNG (Liquefied Natural Gas), Offshore, Pharmaceutical, Transportation / Aviation, Buildings & Infrastructure and Military
• Knowledge of the following systems: Data Communications and Networking, IPTV / CCTV System Design, Public Address and General Alarm System, Digital Trunked Mobile Radio Systems, Structured Cable System Design, Voice Communication Design and External (Outside) Plant Cable Network Design
• A sound understanding and be conversant with the majority of the following systems used in the industry: Satellite Communications System, Pipeline Communications, Radio Telemetry, Transmission Systems – SDH / PDH / OTN, Meteorological Systems, Marine Berthi
