The Role:
•Review risk assessments and method statements (RAMS) for task/work scope. Supervise the quality of the construction and assembly works, the contractors’ observance of SNiPs, technical specifications and works method statement, quality of the materials and produce, their correspondence to the stipulated standards and technical specifications.

•Advise the contractors on the matters of the construction legislation in force and other normative acts regulating the buildings and structures quality and safety, if required. Attend initial first issue Permit to Work (PTW) meeting. Countersign PA section of associated work permit

•Attend and participate in all tool box talks. Ensure all mandatory and planned site inspections have taken place prior to task commencing. Inspect facilities, buildings and structures during the construction period

•Inspect the buildings and structures to be accepted from the contractors after completing the construction work.

•Participate in technical acceptance of the completed facilities, to draw up the required technical documentation.

•Participate in the trial board job on acceptance of construction facilities and their commissioning

•Monitor the quality of imperfection and defect elimination by construction companies at a commission stated time. Supervise critical stages of the activities. Remain at the work place at all times when the PA carries out works to ensure safe work performance. Ensure on-going good housekeeping of the work site. Ensure site is left in a clean, tidy and safe manner for hand-over to operations on completion of the work

•Keep records of the completed construction and assembly jobs an prepare required data for report related to construction plan execution. Assist PA with Method Statement, RAMS, P&ID and Technical specifications. Ensure PA is using correct tools, equipment and PPE corresponding to work conditions and plant (work site) particularly.

•Document the progress of all work on a daily basis. Submit daily reports to the Civil Work Engineers/Superintendent.

•Report any unsafe act or unsafe conditions in the area in line with the HSE Procedure

Essential Skills / Qualifications:
Higher professional (technical) education and not less than 2 years of experience as per speciality or secondary professional (technical) education and not less than 3 years of experience as per speciality

Demonstrated ability to manage multiple simultaneous tasks;
· Analytical capability to review processes and to determine gaps and constraints, and to generate proposals for improvement;
· Demonstrated computer literacy with particular emphasis on Microsoft Office Suite of programs.

Decrees, instructions, orders, methodical and normative data on construction and assembly jobs fulfilment
· Standards, technical specifications on construction materials, components, structures
· Construction norms and procedures
· Principles of production technology and techniques of C&A works
· The acceptance procedure of completed facilities and quality control methods
· Registration of the design estimates and other technical documentation
· New construction materials, manufactured articles and structures
· Management, Labour and Industrial Engineering fundamentals
· Environmental Protection legislations principles
· Labour Law principals
· Labour protection norms and regulations.
