The Company:
Our client is a major Oil and Gas company with projects throughout the Middle East.

The Role:
Civil Engineer - Major infrastructure. Experience in design and construction of roads, bridges, camps, jetties, water treatment, waste management facilities, and industrial buildings/warehouses.

Location: Initially 5/2 Dubai, frequent visits to Iraq & other locations, if required Rotation (28/28) in Iraq (contract will be amended in case of change to 28/28 rotation).

JOB DESCRIPTION: The civil engineer will be responsible for all technical aspects of the Infrastructure Project. Responsibilities include technical as well as timely and cost effective delivery of the project.
The civil engineer is accountable for definition and delivery of technical deliverables and providing technical assurance and oversight for the entire project in the civil engineering discipline. This includes technical assurance during the design, construction and early operational phases; field supervision during execute phase and ongoing support to other Asset and Project needs.

ACCOUNTABILITIES: The Civil Engineer will be responsible for supervising the contractors in delivering the project specifications for the ITT and CWP documents covering all infrastructure elements with agreed cost, schedule and quality criteria. Work activities in which the civil engineer may be involved as initiator, developer and/or approver are listed below:

- HSSE leadership, role model commitment to Life Saving Rules, Goal Zero, Golden Rules, Hearts & Minds and Technical Integrity and Process Safety.
- Support TQ project in accordance with agreed premises & joint accountability across the entire project team. This includes alignment with our clients various requirements including the HSSE control framework, ORS, project standards / guides and design standards (DEPs / DEMs).
- Support definition of all civil engineering deliverables in Define and Execute phase and contribute to definition of other technical deliverables when required.
- Delivering the FEED and/or Detailed Design documentation with the Contractor in support of tenders (CWPs) for the civil discipline including data collection for metocean/ geotech, site selection, foundation design, piling, soil stabilization, structural steel, buildings, drainage and camps.
- Support the procurement of any long lead or critical items
- Support the development of Project Procedures and Policies for the execution of the various civil scopes of work.
- Ensuring that all opportunities and risks related to infrastructure project are properly evaluated and accounted for.
- Supporting, in close co-operation with the Contracts and Procurement Department, the proposals for the contract strategy for the civil works.
- Monitoring actual project progress (FEED, Detailed Design, permits, surveys, procurement etc.) and costs and instigate/co-ordinate any corrective actions required to keep project on budget and on time.
- Supervising and coordinating the execution of project activities ensuring that the highest safety and quality standards are maintained for the design.
- Provide technical support and monitoring of execution issues and provide resolution to technical queries.
- Delivery of the civil engineering deliverables and assurance per the controls identified in the project’s PCAP / DDP and the selected project standards / specifications.
- Technical accountability for civil engineering discipline for the project which includes assurance that the engineering deliverables are compliant with contract requirements and technical sign-off of changes. Ensuring that the BFD, BDP and BDEP are developed per project standards, final detailed design is done per project specifications.
- Execution of the technical assurance plan including our clients technical oversight of the EPC and the management of change process (technical assurance). This also includes validation of the EPC technical assurance processes and engineering deliverables.
- Support with the QA/QC team leader the quality assurance and control of contractor, subcontractors and suppliers in the civil engineering discipline.
- Coordination of engineering issues within the project; alignment on project design standards and discussions on risk / deviations / derogations.
- Engineering assurance during the construction phase - assurance that "equipment" was built / functions per design, validation of handover documentation, engineering assurance per the requirements in the statement of fitness and asset handover to operate phase engineering organization.
- Incorporation of engineering / project learning from the key project and industry projects.
- Work with project engineering and the engineering disciplines to identify and utilize replication / standardization opportunities.
- Interface management across all project phases with engineering contractors / design firms, P&T as it pertains to engineering deliverables (both vendors / PMC).

Managing Goal Zero in the Iraqi context.
Coach and train local staff.

Regular travel to Iraq, India (Bangalore) and contractor’s offices will be required.

EXPERIENCE and QUALIFICATIONS REQUIRED: - Experience in design and construction of roads, bridges, camps, jetties, water treatment, waste management facilities, and industrial buildings/warehouses.
- Degree in Civil Engineering
- Chartered Engineer or Professional Engineer Status
- At least 10 years relevant experience in the
industry
- Knowledge and application of codes and standards relevant to the scope of work
- Knowledge and application of structural design software (STAAD, Strudl, Risa or similiar)
- Knowledge of contract and project management; construction execution
- Excellent communication skills, flexible and self confident
- Ability to work in a multi-cultural & collaborative environment
- Preferably 2 years of Middle East experience
- Fluent in English, written and spoken
- Sound experience in engineering design development
- Experience in an Engineering Design Contractor environment
- Construction supervision experience and experience in interfacing with construction teams
- Meet the requirements of a Civil Technical Authority at TA 3 level (Infrastructure).
