The Company:
Our Client is the world's largest liquefied natural gas (LNG) company. It annually produces and supplies the globe with 42 million metric tons of LNG from across its four ventures. It is headquartered in Doha, Qatar, and maintains its upstream assets in Ras Laffan, Qatar.

The Role:
The Project Civil/ Structural Engineer support the Project Management Team (PMT) during the detailed engineering, construction and commissioning phases of the Project. He reports to Engineering Manager, ensures that the civil/ structural works meet the Project safety, environmental, operational, quality, cost, design, and schedule objectives.

Tasks and Duties:
Support the Engineering Manager in coordinating/communicating various issues that affect the civil/ structural engineering design, safety, and regulatory compliance of the work

Responsible for insuring that Management of Change (MOC) on Project design is performed according to established procedures, and work with the Business Unit to ensure MOC adequately documents rational

Facilitate and coordinate all civil/ structural engineering technical work products, is responsible for technical input on facilities sharing/allocation issues.

Evaluate / comment work performed by the Contractor and sub-contractors to insure that the work is being executed in accordance with project specifications, COMPANY standards, and regulatory requirements. Includes review of civil/ structural design drawings, documents, and specifications

Identify and assess deviations to Contract Technical Specifications and regulatory requirements; ensure that such deviations will be processed according to project procedures and maintains Deviation Control Log

Steward civil/ structural engineering queries from the Contractor and sub-contractors as well as technical information requests

Contributes to the development all of Project Report and protocols to ensure a successful GATE compliance review

Keep Engineering Manager informed of civil/ structural engineering progress, deviations, and execution concerns

Participate in civil/ structural engineering reviews at Contractor's and subcontractor's locations

In collaboration with the Engineering Manager, gain alignment with the PMT on project engineering needs, objectives, and requirements:
• Participate in kick-off meetings with the EPSCC contractor and PMT to ensure common understanding of engineering requirements, including deliverables.
• Conduct project team member briefing sessions with respect to civil/ structural engineering requirements and processes

Coordinate owner and PMT civil/ structural engineering portions of design reviews to minimize disruption of the contractor's work

Participate actively in the project's change management program

Steward the process of capturing and communicate civil/ structural engineering and design lessons learned for the project

Assist the Engineering Manager in stewarding the EPSCC contractor's activities with respect to civil/ structural engineering execution including:
• Ensure that all affected parties are familiar with engineering execution plans, procedures, objectives, and overall job requirements.
• Ensure that the contractor staffs the project with adequate numbers of qualified personnel.
• Ensure that the contractor employs the appropriate design tools, including computer hardware and software.
• Ensure that the contractor adheres to all appropriate specifications and standards.
• Ensure that the contractor provides all contract documents, including those referred to in the job spec.
• Reinforce the requirement for the contractor to control the work, i.e. accurate and timely progress measurement and reporting

Work Contacts:
Internal: frequently in contact with all PMT members in relation to process issues. Outside: frequent contacts with consultants and contractor to discuss project details and occasionally with Laffan Refinery to discuss/convey technical matters and issues.

Work Environment:
Located at project home office and RL site offices during execution of the EPSCC

Essential Skills / Qualifications:
Bachelor of Science degree in an engineering discipline, or equivalent experience.

Experience in Civil/Structural in the oil and gas industry

Excellent understanding of an International Standards

Excellent understanding of Project Technical requirements

Excellent written and verbal communication skills

Excellent interpersonal skills

Experience in Civil/Structural and experience of supervision position in Engineering area

Experience with contractors and vendors, in particular those involved in the engineering and construction of refining facilities

Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities

Read, write, and speak fluent English, especially as it applies to technical communications

Preffered Middle East experience

Operating Environment:
