Fircroft are seeking a Civil/structural Engineer for a long term contract on an onshore project within Qatar.

Packages will vary dependent on single or married Status.

Start date: 1st April 2013

The Role
Civil/Structural Engineer reporting into the Construction Manager
The Project Civil/ Structural Engineer support the Project Management Team (PMT) during the detailed engineering, construction and commissioning phases of the Project. He reports to Engineering Manager, ensures that the civil/ structural works meet the Project safety, environmental, operational, quality, cost, design, and schedule objectives.

Responsibilties
Support the Construction Manager in coordinating/communicating various issues that affect the civil/ structural engineering design, safety, and regulatory compliance of the work
Responsible for insuring that Management of Change (MOC) on Project design is performed according to established procedures, and work with the Business Unit to ensure MOC adequately documents rational
Facilitate and coordinate all civil/ structural engineering technical work products, is responsible for technical input on facilities sharing/allocation issues.
Facilitate and coordinate civil/ structural engineering technical work products.
Evaluate / comment work performed by the Contractor and sub-contractors to insure that the work is being executed in accordance with project specifications, COMPANY standards, and regulatory requirements. Includes review of civil/ structural design drawings, documents, and specifications
Identify and assess deviations to Contract Technical Specifications and regulatory requirements; ensure that such deviations will be processed according to project procedures and maintains Deviation Control Log
Steward civil/ structural engineering queries from the Contractor and sub-contractors as well as technical information requests
Contributes to the development all of Project Report and protocols to ensure a successful GATE compliance review
Keep Construction Manager informed of civil/ structural engineering progress, deviations, and execution concerns
Participate in civil/ structural engineering reviews at Contractor's and subcontractor's locations
In collaboration with the Construction Manager, gain alignment with the PMT on project engineering needs, objectives, and requirements:
Participate in meetings with the EPC contractor and PMT to ensure common understanding of engineering requirements, including deliverables.
Conduct project team member briefing sessions with respect to civil/ structural engineering requirements and processes
Coordinate owner and PMT civil/ structural engineering portions of design reviews to minimize disruption of the contractor's work
Participate actively in the project's change management program
Steward the process of capturing and communicate civil/ structural engineering and design lessons learned for the project
Assist the Construction Manager in stewarding the EPC contractor's activities with respect to civil/ structural engineering execution including:
Ensure that all affected parties are familiar with construction execution plans, procedures, objectives, and overall job requirements.
Ensure that the contractor staffs the project with adequate numbers of qualified personnel.
Ensure that the contractor employs the appropriate construction equipment, tools, including computer hardware and software.
Ensure that the contractor adheres to all appropriate specifications and standards.
Ensure that the contractor provides all contract documents, including those referred to in the job description
Reinforce the requirement for the contractor to control the work, i.e. accurate and timely progress measurement and reporting

Essential Skills / Qualifications:
Skills required:
Bachelor of Science degree in an engineering discipline, or equivalent experience.
Minimum ten (10) year experience in Civil/Structural in the oil and gas industry or equivalent
Excellent understanding of an International Standards
Excellent understanding of Project Technical requirements
Excellent written and verbal communication skills
Excellent interpersonal skills

Desirable Skills / Qualifications:
Experience
Minimum of ten (10) years of broad experience in Civil/Structural, would have at least five (5) years of supervision position in Construction field
Experience with contractors and vendors, in particular those involved in the engineering and construction of industrial facilities
Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities
Read, write, and speak fluent English, especially as it applies to technical communications
Preferred minimum three (3) years Middle East experience
