The Role:
Programme Management Services is currently (between 2013 and 2015) delivering a Portfolio of Bus and Rail Projects with a value over £200 million. These projects range from the construction of new transport interchanges, a comprehensive package of on-highway bus priority measures, a 7km Guided Busway and a series of park and ride facilities (Bus and Rail).

In order to strengthen commercial capability to assist in the delivery of the extensive Capital Programme seeking to appoint a commercial consultant to carry out the following duties:

• Manage and build relationships, particularly with the Project Managers and Projects and Programme Managers and provide the necessary challenge and support in relation to commercial matters across the Capital Programme. This will include being a standing member of PMS’s Change Committee which meets on a weekly basis and reviewing and challenging information provided by QS consultants.
• Support challenging scheme costs particularly across the Bus Priority Programme which are derived through the local authorities. This includes supporting the project managers and design teams in exploring potential value engineering opportunities across the Bus Priority Programme.
• Liaison with suppliers, supporting the Project Manager in the co-ordination and approval of Contractor valuations and applications for payment.
• Support project managers in the negotiation of the financial impacts of Compensation Events with contractors
• Assist Project Managers in the preparation of cost reports and analysis on a Work Breakdown Structure /activity basis, identifying areas of learning and any recommendations for efficiency improvement.
• Work across the project teams to integrate commercial activities.
• Identify areas of cost risk and opportunity and keep the Risk Manager informed of contingency drawdown / returns.
• Work with the Procurement Manager to develop robust and optimal Procurement Plans and strategies.
• Work with legal team to ensure correct and robust contractual terms are built into contracts and advise on contractual matters during the life of the various contracts.

Essential Skills / Qualifications:
• Expertise in administering high value, multi-disciplinary construction project work packages/contracts utilising NEC3 option A - E.
• Experience in working in a transportation and construction project environment, particularly in conjunction with local authorities
• MRICS and extensive experience.
