The Company:
Our client operates in the oil and gas sector.

The Role:
Reporting to the Commissioning and start-up manager the candidate will be responsible for the delivery of the client's project's discipline commissioning activities summarised as follows:

•To ensure that commissioning procedures are created and commissioning certification identified.
•Define the number of mechanical handovers (MH) and system handover (SH) strategy to operations.
•To ensure that independent verification requirements are included in the commissioning procedures. Lead commissioning activities and ensure that commissioning procedures are followed. Ensure that certification is managed in accordance with the commissioning certification process.
•To ensure that commissioning records are maintained. Keep records that demonstrate compliance with site integrity standards.

•Ensure that outstanding commissioning related issues or activities are resolved and closed out.
•Ensure that commissioning documentation is collated and archived.

Key accountabilities
•Demonstrate HSSE leadership and help to coach individuals working in the project who are less familiar with our client’s HSSE expectations.
•Work with the engineering and commissioning teams to ensure that discipline engineering requirements are included in the commissioning procedures.
•Attend appropriate design reviews, factory acceptance tests, site acceptance tests, rotating equipment test runs and other testing and acceptance activities as required.
•Manage the preparation of commissioning handover packs.
•Ensure that commissioning spare parts and consumables are identified and procured in time for commissioning activities.
•Manage the identification of system battery limits and the breakdown into Mechanical Completion (MC) packages that can usefully be commissioned.
•Ensure that construction-related certification is managed in accordance with the certification management system to mechanical completion (MC).
•Prepare a commissioning plan. The plan should be consistent with the project safety and quality plans.
•Monitor construction / completion activities and pre commissioning to ensure compliance with commissioning expectations.
•Accept the mechanical completion of systems.
•Provide supervision and guidance during the commissioning of discipline related activities.
•Act as the commissioning focal point for coordinating commissioning with the construction teams and project engineering disciplines.
•Provide technical assurance that construction activities are performed and completed to the required project standards in compliance with an approved completions database.
•Review handover packages discipline site activities and handover package reviews and audits.
•Provide trouble shooting support during commissioning and post start-up.
•Manage vendor callouts.
•Provide detailed commissioning records including daily reports and shift handover notes.
•Ensure that commissioning activities are co-ordinated and managed with other commissioning engineers.
•Manage the commissioning certification engineer.
•Provide assurance through audit of the construction process through to mechanical completion (MC).
•Manage ‘powered up’ checks after MC.
•Liaise with discipline engineers when necessary e.g. elec / inst /mech/process.
•Ensure that punch lists and engineering queries are closed out prior to handover to operations.
•Support the commissioning manager in implementing the commissioning certification and handover process and ensure that the commissioning manager is kept informed on overall progress.
•Perform preparatory inspections of modules and equipment at the fabrication facility prior to equipment release.
•Act as commissioning acceptance authority for new equipment and facilities.
•Ensure that operating and maintenance manuals are either updated or produced prior to handover to operations.
•Ensure that any changes to the commissioning strategy or the facilities design are managed in accordance with the appropriate management of change (MoC) process.
•Provide trouble-shooting support following start-up.
•Work with the operations towards achieving the first year operability targets.

Essential Skills / Qualifications:
•Can demonstrate HSSE leadership, particularly when managing vendors and sub- contractors.
•Awareness of safety management for offshore operations and have demonstrated personal commitment to Safety.
•Detailed knowledge and experience of
-Commissioning engineering and commissioning certification systems
-Commissioning and handover procedures.
-Site integrity management (IM) standards and the application of IM to commissioning
-Operating strategy and operations goals
•Ability to work with interdisciplinary teams and communicate with discipline engineers.
•A proven decisive and proactive team player with good communications skills.
•Ability to develop procedures, practices and strategies from first principles
•Previous experience of working offshore
•Previous experience of working in fabrication yard.
•Broad knowledge of commissioning and the engineering design process
•Ability to work away from home assignment.
•Ability to work extended periods of time away

Desirable Skills / Qualifications:
•Previous knowledge and experience of working with GOC
•Previous experience of working in construction yards in Far East
•Basic Offshore Induction and Safety Emergency Testing (BOISET) and Health certification for offshore working will be required before offshore mobilisation
•Previous supervisory experience
