The Role:
Primary Purpose:
Commissioning and Start-up Superintendent develops the completions turnover packages, performance standards used to measure the performance of the unit, and coordinate the effort of operators and maintenance personnel. This position participates in developing the turnover methods based on the key parameters and hold points for the facilities as they transition from Mechanical Completion to Commissioning and then from Commissioning to Ready For Start-up (RFSU). This position will also liason between the EPC commissioning and startup team and the liquefaction plant staff. Participates in the preparation of reports for management to define the status of the plant. Key performance parameters will be developed through the start-up and Commissioning requirements.
This position will initially be located at the EPC Contractor’s office and transition to the site in Hackberry, Louisiana to assist with construction, system completion, (pre-)commissioning and start-up activities. Transportation Worker Identification Credentials (TWIC) will be required.
Responsibilities / Duties*:
• Develops the performance standards for System Completion, Commissioning and Start-up in co-operation with the EPC contractor
• Assist with staffing of the commissioning team and ensure that skills and experience are appropriate for the required positions
• Develops the hold points prior to the facilities moving through the phases
• Develops the methods used to measure the performance standards
• Participates in the collection of data used to evaluate the commissioning and start-up performance standards
• Reports on unit performance relative to the performance standards
• Mentors and manage commissioning and start-up supervisors, C,E,I and M engineers and the operational staff assisting in construction/ completion/(pre-)commissioning and start-up activities
• Ensures that all MOCs are resolved and properly documented and closed out
• Ensures that all handover documentation is completed, reviewed, and approved to maintain system handover schedule
• Attends daily punchlist and progress meeting
• Verfies CMS is compliance with dossiers and Manufactures Data Books (MDB)
• Interface with project Construction, Procurement, Vendors, QA/QC, SIMOPS, Interface Coordinators and others to ensure completeness of handover documents and seamless handover

Performs other duties as assigned (no more than 5% of duties)
Qualifications: (Degree / Certification / License / Experience)
• Bachelor’s degree in Mechanical, Instrument, Electrical or Chemical Engineering or equivalent Industry Experience in a completion/commissioning position

• > 3 years of experience as a discipline engineer or 5 years with equivalent industry experience in operations of which at least 5 years in the gas treating/LNG industry required
• Start-up and commissioning experience required
• 2-5 years of experience in large scale construction projects preferred

Skills/ Knowledge/ Abilities:
• Excellent verbal and written communication skills
• Microsoft Word and Excel
