The Company:
Our client is a global group of energy and petrochemicals companies.

The Role:
• Demonstrate HSSE leadership and promote a high standard of HSSE behaviour within the EPC Contractor and sub-contractor organisations
• Liaise with the Commissioning Manager to ensure that works are adequately planned and resourced to support the work plans
• Ensure that procedures and processes are in place to identify and mitigate risks posed to the workforce during commissioning and monitoring compliance with PTW systems and SIMOPS controls
• Participate in risk reviews and develop mitigation plans for all major areas of risk
• Day-to-day responsibility for ensuring effective implementation of the integrated commissioning plan through surveillance and monitoring of the project commissioning activities
• Set priorities for mechanical completion of sub-systems to allow efficient execution of commissioning work scope
• Review and endorsement of Mechanical Completion and System Handover dossiers from partner (by discipline) including verification of close out of all NCR, SQ, Field Changes etc prior to CAC and preparation of as-built drawings.
• Provide supervision and guidance to all project commissioning integrated functions and Companies commissioning inspection including any off site requirements necessary to ensure major equipment suppliers are compliant with companies commissioning requirements
• Ensure that commissioning activities are fully completed in accordance with quality plans and data is entered into project completions system
• Review and oversee line cleaning, line drying and leak testing activities carried out by Contractor or specialist sub-contractors at site
• Participate in system walk down and punch list activities and progressing efficient close out of punch lists
• Report on commissioning progress against the integrated commissioning plan highlighting areas with potential to impact the integrated commissioning schedule.
• Ensure that any chemicals, packings, special tools, commissioning spares or other materials required to support commissioning and start-up schedule are available
• Provide day to day over sight of commissioning materials and equipment preservation at site specifically ensures preservation of equipment is carried out in accordance with OEM requirements
• Coordinate requirements for commissioning and start-up with specialist contractors, vendors, project staff and the operations team.
• Liaison with IA operations to ensure on-going commissioning activities do not impact existing process plant
• Development of start-up strategy and start up manual with input from field discipline engineers and site operations team including a start-up roadmap
• Represent the start-up team at reviews and audits as part of the pre-operations assurance programme
• Assist in the development of operating procedures, operator training materials, and implementation of operator training program
• Manage implementation of the joint integrity plan following completion of leak testing to provide assurance of a tight plant prior to introduction of hydrocarbons
• Verifying that process isolations are correctly identified and located to support planned simultaneous operations and process safety requirements
• Verifying that masking of protective devices to support commissioning does not defeat any critical protective functions
• Lead responsibility for the start-up, ramp-up and performance testing of compression facilities on behalf of IA Operations
• Coaching Operations technicians on the correct and safe operation of systems and equipment

Essential Skills / Qualifications:
Knowledge and experience will typically include:
• Minimum 10 years relevant experience in process plant design, commissioning and operation in the oil and gas sector
• Familiar with certification processes used during installation, commissioning and handover of mechanical systems from project to operational phase
• Experienced with static and dynamic commissioning checks for process systems including compressor and turbine control
• Previous experience with in an Operations environment with strong knowledge of live plant hazards and control of work requirements
• Familiar with performance testing and evaluation or process plant and equipment

Desirable Skills / Qualifications:
Desirable but not essential:
• Previous EPC experience representing the client
• Previous experience in remote desert location working with a multi national work force
