The Company:

The Role:
To receive from Contractor / Subcontractors/ Commissioning teams the “Ready for Commissioning Certificates” (RFC),” Achievement of Commissioning Certificates” (AOC) as well as the “Transfer to Operation and Maintenance Certificates ( TOMC) and distribute to Company reviewers and approvers to expedite the approval of them.
Provide a report with the status and location of all RFC, AOC and TOMC certificates. The report should include all the certificates, with the status of signed or not and the list of people responsible to review and/or sign as well as any issue that prevent the signature of the certificate.
Handle any comment regarding documentation that prevents the signature of any certificate in order to solve the issue and get the signature as soon as possible.

Integrated in Commissioning team under client's management.
Multiple daily contacts with all Project stakeholders: Company, Contractor, Subcontractors, Commissioning Supervisors, Refinery, Client's central departments, DCC.
Dealing with a very high number of documents and signatures (several hundreds or thousands).
Need to understand the basis of the OPERCOM methodology, technical documentation and subjects and have the adequate drive to chase the very high number of signatures on the Certificates in due time and with the adequate interpersonal skills to avoid excessive numbers of reminders.

To ensure that all Certificates received from Contractor / Subcontractors / Commissioning Supervisors have all the documentation according to the index.
To ensure Certificates be reviewed and/or signed by each and all members as per Responsibility matrix without delay.
To handle any comment that prevents the signature of the certificate in order to solve the issue and continue with the signature process.
To provide with a daily status of all Certificates.
To provide the Certificates signed in accordance with the planning priorities set

Essential Skills / Qualifications:
Technical clerical training with 5 years experience

Documentation Quality Assurance-related experience in industrial projects (O&G preferred).
Knowledge of OPERCOM methodology is a very strong plus, or similar good understanding of the different phases and requirements of commissioning activities.
Good knowledge and understanding of technical subjects related to refinery engineering and operations.

Excellent relationship and interpersonal skills, drive and ability to work with others in collaborative manner, assertive and non-confrontational behaviour. Being able to get signatures quickly and without repeated reminders to stakeholders.
Above average proficiency with Microsoft Office software suite, especially Excel, and some knowledge of databases and/or document control systems.
Ability to manage very important amounts of documents in paper and electronic.
