The Role:
- To manage the verification and auditing of the Clients Completions - Certification Process that demonstrates technical integrity in line with The Client.
- Manage the verification of all Certification- Construction & Commissioning Certification Process, to demonstrate Technical Integrity is achieved prior to Handover and Start-Up by Operations for the Enhanced Gas Separation Process.
- The verification scope covers all aspects of Construction and Commissioning certification within the Clients project.
- The certification scope also includes handover to operations for start-up and direct support to operations during start-up certification activities.
- Use the designated UKCS Assets Functional System Limits (FSL) and Mnemonics, Functional Certification Flowchart, Technical Integrity Flowcharts to ensure they are maintained and reflect the ‘As Built’ status after each LoSH/workpack as executed and handed over to the Operating Authority.
- Contribute to the project team approach to ensure that a high level of focus is maintained on health, safety and the environment to achieve the Clients expectations including OMS.
- Contribute to the management and implementation of a commissioning strategy, in particular the Handover Process at the MC1, SH1 and through to the SA1 Gates.
- Assist in the management and awareness training of the Clients process.
- Provide reporting on the detail of the handover process via the Completions database on the progress of Construction (MC1) and Commissioning (SH1) completion.
- Assist in the development of the commissioning team linkages and interfaces with other project functions, concerning BP UKCS-TI-019 and demonstrating technical integrity is achieved and/or maintained.
- Contribute to the implementation of project forecasts, schedules, costs, associated with the commissioning scope and handover process, as required.
- Maintain lines of communication for capturing all certification and technical integrity requirements relating to construction, commissioning (including Vendors) handover to facilitate safe start-up.
- Assist to the maintenance of the Certification Process activities and resources within schedule and budget targets.
- Assist the Contractor in demonstrating Technical Integrity utilising the Certification structured framework and Completions database.
- Identify areas of Technical Integrity Certification related risks.
- Support the handover process to provide the Technical Integrity of Functional Systems being brought into Operation and capture the Close Out of all previous technical assurance processes and punch list scope.
- Support the handover criteria leading to presentation of a fully supported package for Project/Operations acceptance for handover.
- Develop and maintain the approved suite of certification flow charts throughout the execution and handover stage of the Project and/or Modification.
- Verifying the data population and management of the certification database capturing the test results as well as punch-list items. EQ’s, TQ’s LAD Registers, from execution to close out.
- Development and co-ordination with the installation and commissioning group(s) to ensure technical integrity of the system handover(s) are in an acceptable condition for the handover to Operations.
- Ensure all test results to capture test history of the individual handovers and the formal registration of any outstanding punch list items.
- Monitor and review Punch List Items, ensuring estimated man-hours are assigned to each Punch List Item and the categories are correctly assigned.
- Progress and monitoring of all installation and commissioning activities to give clarity on schedule for commissioning “Start” dates to aid resource mobilisation.
- Ensure the collation of all Certification Handover Summaries, verifying that the data contained therein is prescribed, agreed and approved as per offshore Inspection & Test Summaries, signed by the relevant competent personnel.
- Manage, assist and verify the contents of the Handover Certification Summaries (HCS) per UKCS Asset.
- Maintain the Approved Signatory Matrix and either obtain approvals for new “approved and Competent” personnel or reject certificates for appropriate approvals.
