The Company:
Our major Oil & Gas Client is in need of a Commissioning Drilling Rig Focal Point in Houston, Texas

The Role:
Client is willing to consider candidates who want to work part time in the planning phase (~1 year).

• Project is an approved Tension Leg Platform (TLP) Project which will be constructed at various sites around the world, integrated at a site on the United States Gulf Coast, and operated in the Gulf of Mexico.
• This role will report to the Client Commissioning Manager with an indirect reporting relationship to the Client Drilling Lead.
• This role is expected to start in 1st Quarter 2012 (possibly in December, 2011) and finish sometime in late 2013, possibly early 2014, when the drilling rig has been fully commissioned. This role is critical to the project success and the selected candidate will be expected to stay until completion of all commissioning work.
• This selected candidate would initially work out of the Subcontractor’s Houston office with frequent trips to the Fabrication site in Baytown (just outside of Houston), where the Drilling Rig is being fabricated. Occasional trips to New Orleans, LA will be required. Sometime in 2013, this role will move to the Project module/integration site in Ingleside, TX when the drilling rig is shipped for integration with the remaining topside modules. If Drilling Rig commissioning work remains after integration, this role may transition offshore (flights originate and return to Boothville, LA). The role may occasionally include trips to vendor sites to attend FATs initially.
• This role will be responsible for assuring that Subcontractor appropriately develops the plans for and safely executes the Drilling Rig commissioning. Effort will be placed on maximizing commissioning (testing and cleaning) at the fabrication site. Effort will be placed on maintaining system integrity as best possible as the rig is separated into shippable pieces, shipped, and reassembled. Lastly, any remaining commissioning steps will take place at site and possibly offshore.
• Commissioning scope includes mechanical completeness verification, pre-commissioning of components, commissioning of systems (function testing), and turnover to Client. More specifically, the role includes:
o Embracing Client’s emphasis on working safely, assuring the safe work the commissioning team, and intervening when observing unsafe acts at any Client site.
o Commissioning of the Drilling Rig Systems.
o System Walkdown and Punching Management
o Special Cleaning Coordination
o Inspection of Vessel Internals
o Work Completion Tracking
• Commissioning is a critical phase of the project where by the duration of the work needs to be minimized while assuring thorough completion of work, managing activities safely, within budget, and within ‘person’s on board’ limitations.
• Individual should have excellent interpersonal, technical, communications, organizing and planning skills.
• It is envisioned that this is a full-time role and may have extended hours (>40) during the execution phase, but Client is willing to consider flexible work weeks (25-40 hours) during the planning phase.

HSE Policy
• Comply with the Client’s Safety Policy and adhere to Contractor’s site policy. Intervene when an employee violates a policy/rule or is not managing risk appropriately.
• Client has implemented mandatory “Life Saving Rules”. Failure to comply will result in disciplinary action, up to and including removal from site and disqualification from future Cliet work.
• Take Proactive HSSE leadership role and demonstrate same by example.
• Participate in site Emergency and evacuation drills.
• Notify Client management immediately of all incidents or hazardous situations.

• This role is an oversight and advisory role. Subcontractor is contractually liable for commissioning the Client Drilling Rig. Client is filling this role to assure that these activities are structured and timely.
• Assisting Subcontractor in dividing the Drilling Rig into systems that are defined in a manner that will support ease of commissioning.
• Work with client, subcontractorsto set priorities for system turnover that allows for productive simultaneous operations (simops) that allows for safe commissioning of systems while Subcontractor completes and turns over the remaining systems.
• Participating in the development and approval of the System Commissioning Procedures (SCPs) per the planning schedule. Also assuring that the SCP documents include the appropriate content and detail to cause safe and thorough commissioning.
• Assuring that the Subcontractor commissioning execution plan includes the materials, special tools, and Subcontractor support for a safe and productive pace.
• Assuring that the Subcontractor commissioning staffing plan has the correct number of persons with the appropriate skills to execute the commissioning work.
• Represent the Commissioning team in key meetings.
• Supports Client Flawless Project Delivery Objectives which includes managing and monitoring various quality metrics. Provide support for the Project Quality Audits.
• Supporting key Drilling Component Factory Acceptance Testing (FAT) including: reviewing procedures, assigning resources, periodically attending FAT, and adjusting commissioning scope to integrate FAT successes and deficiencies
• Supporting Subcontractor in developing, tracking, and adjusting commissioning execution schedule.
• Working with Subcontractor engineering department to promptly find the preferred alternative for alleviating issues discovered during commissioning.
• Monitor the execution of the on-site (fabrication site, commissioning site, float out, and off-shore) commissioning activities, including resource management, schedule coordination, materials/tools/vendor support, system/equipment troubleshooting, and adjusting plan due to resource issues.
• Advise on the commissioning spare parts listing and quantities.
• Individual will be expected to interface effectively with Client project personnel (project leadership and engineering staff), operations team, contract field construction personnel, and Subcontractor support staff.
• Individual will work in a team environment and must be able to quickly understand the roles of the interfacing teams, develop quick relationships, and work effectively to assure that the commissioning work integrates well in the overall project plan.

• Monitor and report against Commissioning Plan.
• Regular (initial weekly, eventually daily) Reports during the Commissioning Phase of the project.

Essential Skills / Qualifications:
This position requires drilling rig commissioning experience with a minimum of 5 years of offshore platform experience, and a preferred 15 years in support of upstream projects or production.
