The Role:
The Commissioning Engineer will be responsible for the planning and execution of the project commissioning and handover to operations. Reporting to the Commissioning Manager. The Commissioning Engineer will play a key role in implementing company Guidance on Certification (GOC), a commissioning turnover system.

Accountabilities Include:

•Lead engineering contractors and vendors to develop and deliver the commissioning and de-commissioning plans for all subsea temporary and permanent production systems; execute the offshore commissioning and de-commissioning plans.
•Develop startup plans and provide engineering support to Operations during startup.
•Support the Preservation Engineer in ensuring all equipment is adequately stored and preserved so it's available for future use.
•Coordinate the capture and sharing of best practices and lessons learned within the Strategic Performance Unit and across company
•Ensure that the GOC processes are in place for the safe and cost effective start-ups for multiple projects at any given time. The projects range in size from small repairs to new field developments requiring sealift modules.
•Manage the implementation and then take the ownership GOC process for all the GBP and ACT projects and to assist Operations in commissioning/startup’s as required.
•Act as a role model to promote a robust Health, Safety, and Environment (HSE) culture in the project community.
•Conduct Advanced Safety Audits and other safety observations to help achieve a zero incident culture.
•Work with and ensure the engineering contractors understand and perform the required integration of the system breakdown into the engineering work packages.
•Work with and ensure the engineering contractors develop the handover testing documentation.
•Work with and assure the off site fabrication sites understand and perform the GOC requirements for testing and documentation.
•Work with and assure the on site construction management teams and the construction and Functional Check Out (FCO) contractors understand and perform the GOC requirements for testing, documentation and turnover.
•Work with and assure that Operations understand the GOC process and requirements.
•Work with and assist Operations with commissioning/startups as required.
•Participate in engineering package reviews of projects and provide constructive input to the design team.
•Promote a team culture between the field and off site based project team members and contractors. Encourage FCO and Operations personnel to review the design package early in the course of projects to eliminate rework.
•Anticipate and resolve problems encountered in the field to eliminate costly rework or re-testing.
•Assist the Project Leaders and the N/S Construction Engineers with preparing cost estimates and schedules.
•Work as part of the Projects Team to ensure smooth coordination between off site fabricators, construction, FCO and commissioning of all projects.
•Ensure turnover of completed projects through company’s GOC process.
•Work with the on site construction management teams to ensure that the FCO contractor and Operations have the required resources to complete the FCO and commissioning on a timely and cost effective manor.

Essential Skills / Qualifications:
•Experience working in engineering, project management, or construction management roles.
•Strong project knowledge including knowledge of cost control cost reporting, and project schedule management.
•A minimum of a Bachelor’s Degree in Engineering or the equivalent UK Degree.
•Advanced relevant work experience, preferable in the oil and gas industry.

Desirable Skills / Qualifications:
•Continuing education development in project management.
•Demonstrated track record for HSE leadership and delivery.
•Knowledge of commissioning turnover systems.
•Ability to manage multiple projects simultaneously.
