The Company:
A global Oil & Gas operator with extensive operations in the Caspian Region.

The Role:
MECHANICAL Commissioning Engineer required to work on a major onshore terminal project.

***Please note that this position will start in Leatherhead, before mobilising to Baku, Azerbaijan in 2016***

Based in the Onshore Facilities team you will be responsible for the following:

• Ensuring correct technical integrity is achieved and maintained for all Hydrocarbon and Utility Systems prior to handover to Operations
• Providing Technical input and approval for Commissioning Test Procedures
• Providing Technical input to Site queries and review of all process changes.
• Manage assigned aspects of Mechanical Pre-commissioning and commissioning both onshore and off shore, as required.
• Deliver Mechanical Commissioning through the System Handover Management Process
• Demonstrate personal HSSE leadership and excellent HSE behaviours at all times, and ensure that safety expectations are communicated and maintained.
• Attend all mandatory training as specified in HSE, and Permit To Work training schedule, and to act as a Permit To Work Area Authority as required Review engineering design and provide comments toward “commissionability “ at site.
• Providing coaching / mentor national and junior team members as necessary
• Ensuring all team members are fully aware and understand all the projects safe working practices and adhere to them. So to maintain a SAFE working environment.
• Development of Limit of System Handover (LOSH) drawings
• Interface with the Engineering Purchase Order Management Team for all mechanical equipment / packages to assist within the build/installation.
• Attending Factory Acceptance Testing of equipment prior to its release if necessary
• Ensuring all Mechanical equipment packages have clear defined preservation requirements identified and applied.
• Ensuring the technical integrity of mechanical systems prior to acceptance of ‘Mechanical Completion’ certificates from the contraction contractor.
• Responsible for writing and reviewing the mechanical content of commissioning procedures. Ensuring that the integrity of the systems is maintained and all safe working practices are adhered to within the procedures.
• Responding to engineering site queries where clarification of design is required and liaise with engineering contractor where a response to SEQ’s is required.
• Control of ‘As Building’ documents in accordance with project procedure.
• Coordinate Vendor call offs in accordance with construction and commissioning schedule ensuring Vendors are mobilised when required.
• Ensure all Mechanical Vendors called to site are aware and understand the safe working practices of the site and receive all the necessary site specific safety training.
• Responsible for the approval of mechanical discipline LUNs and ensuring that all work carried out on Live Systems is completed under a Permit to Work.
• Ensure that the all Mechanical Pre-Commissioning activities and dynamic Commissioning activity are completed in a safe manor.
• Ensuring that all mechanical commissioning procedures and paperwork is completed to enable a smooth hand over of systems to Operations.

In order to fulfil the role to the level and standard required by our client you will be required to possess the following skills and experience:

• A track record of relevant experience working on Mechanical Systems Design, and Commissioning on international onshore or offshore facilities, and demonstrate a deep understanding of Commissioning process including:-
o Involvement with Engineering Contractor in design phase.
o Development of Limit of System Handover (LOSH) drawings
o N2He System Leak Testing and Management of Specialized Contractors
o Commissioning Dynamic Test Procedure compilation
o Commissioning of utility and process systems
o System Handover Management Process from Construction and to Operations
o Control of Work processes during execution
• Competent in communicating in English language.
• Ability to work on own initiative.
• Good inter-personal and communication skills.
• Deep knowledge of Mechanical and HVAC package equipment.
• Ability to produce written technical reports and procedures.
• Ability to supervise mechanical supervisors and technicians and liaise with engineering and fabrication contractor.
• Ability to interpret and understand P&IDs, D&IDs, UFDs, PFDs, GA’s and other engineering drawings.
• Computer literate in MS Word, MS Excel and MS PowerPoint

Essential Skills / Qualifications:
Must hold a HNC/HND in a relevant engineering discipline. Preferably a recognised Mechanical Engineering degree.
