The Role:
Participate in Commissioning team meetings and support the commissioning manager to deliver the commissioning plans. Identify Commissioning resources required to execute all stages of commissioning (eg. Mechanical technicians for execution of static and dynamic commissioning) Providing expertise and assurance for commissioning of Mechanical equipment and piping systems and interfacing with the project team. Provide commissioning progress reports to the Commissioning Manager. Provide support in developing and implementing the commissioning System Handover Management (SHM) process. Review and audit on handover packages and discipline site activities. Where appropriate, accept delegation from team leader; act as Commissioning acceptance authority for equipment, system and facility. Capture lessons, record on share learning site, communicate to the project team.

Lead SIMOPS workshops for commissioning activities that are potentially impacted by other functions' major activities. Take responsibility for the Commissioning (construction site) Control of Work section, including gaining the approval for any deviations from the CoW GDP. Coach the team about its responsibilities in relation to construction site Control of Work during commissioning e.g. work permits, LO/TO, LUN, JSA, and toolbox talks, etc. As a demonstration of safety leadership chair / lead multi-discipline routine HSSE meetings that specifically address commissioning. Act as a contributing team member for the Construction and Pre-Start Up PHSSERs co- coordinating and following through on actions. Analyze atmospheric and marine/land emissions during commissioning activities at the client and non- client construction sites, ensuring that the findings are communicated as appropriate for GHG reporting. Identify and evaluate key risks and mitigation plans associated with location (frontier, geography, language, security, climate, and community), industrial relations, type of construction, etc. Use job task analyses to identify risks associated with project commissioning activities such as temporary power generation, driving, scaffolding and ladders, lifting etc. and ensure that the responsible party is proactive in implementing mitigations and risk reduction measures

Act as the focal point for ensuring commissioning requirements are consistent with design and operating constraints. Liaise with Engineering to clarify areas of uncertainty or inconsistency. Review of all relative engineering documents (P&ID’s, Data sheets, Equipment Performance Specifications etc) to fully understand the design, maintain a marked up set of drawings/documents to incorporate commissioning requirements in design, static and dynamic commissioning plans and procedures. Review control system philosophy and become familiar with operator displays and functions. Review all mechanical equipment installation details and locations for construction and maintenance. Provide input and assurance in developing inspection and test plans (ITP’s) for all mechanical equipment and systems. Review Factory Acceptance Testing (FAT) procedures and attend appropriate FATs for mechanical and rotating equipment. Identify tools, equipment and consumables for early procurement required for execution of commissioning activities. Assist with development of commissioning and 2 year spares, based on the performance of similar major projects, selected equipment, and the likely consumption. Work with engineering and commissioning disciplines to develop the commissioning system boundaries and gain engineering agreement. Act as focal point for transfer of engineering, vendor data to the SHM database. Engineering engagement and review of SOW’s and PO’s for vendor requirements to support commissioning and operations. During the commissioning period own Mechanical related MoCs, site queries, direct response to Engineering for action and update changes on commissioning plans and procedures. Interrogate the lessons learned database to ensure that recent commissioning experience is incorporated into the planning and design of the project. Manage the testing of all rotating equipment and piping system and ensure all relative commissioning procedures and plans developed, completed, recorded and data archived in the document management system for handover to Operations. Identify preservation and cleanliness requirements and assist in developing a project plan for all equipment that follow the company’s specification for implementation through the commissioning phases. Provide assurance in constructability review(s) as Commissioning representative and follow up with recommendations and action closure Act as the Commissioning representative in the HAZOP and other design reviews

Project services
Develop an understanding of how Project Services integrates and informs the commissioning process. Integrate with Project Services colleagues to become knowledgeable about planning, cost control, forecasting and estimating. Give input into contracting strategy for vendors, commissioning resources temporary equipment and services, FAT, Spares and site representation etc. Manage cost and schedule for mechanical related commissioning activities, reporting and progress measurement including third party contractors. Provide input for developing and completing commissioning readiness and schedule, milestone dates, participate in review, update and ensure integration in Project MCS. Assist with PO development and be the SPOC for first fill contractors

Organization Capability
Integrate Contractors, Vendors and other specialists into project reviews and execution of commissioning activities in order to leverage expertise and improve project outcome.

Act as Commissioning representative at selected FATs, EFAT, SIT and take responsibility for documenting punch list items in SHM process and closed out. Review and approve all associated “A” and “B” check sheets for Mechanical and vendor packaged systems. Compliance with all GPO approved Inspection Test Records (ITR’s) with all discipline checklists completed and signed and updated in the SHM database. Secure equipment / facilities preservation specification from vendors and review requirements with site / Contractor to ensure provisions are adequate. Document the findings from Mechanical Completion (MC) walk downs and field verification and work with the Contractor to plan the remedial action necessary to address punch list items for the respective system(s).

Review relative Engineering Technical Practices /Group Practices (ETP’s/GP’s), Commissioning Defined Practice, MPcpV4 and other relevant documents for development and alignment with commissioning plans
Work with Quality department to finalize the documentation requirement for Mechanical Completion, Commissioning /Startup and Handover to Operations Work with the Construction group for approval of the generic A-ITRs.

Commissioning Performance
Perform the commissioning of critical process systems; identify the requirement for specialist support and equipment for planning to allow sufficient time such that this can be arranged. Provide milestone dates to enable mechanical completion, installation, and start up to be incorporated into the integrated detailed commissioning plan and start-up schedule. Verify the SHM database is kept updated and provide commissioning reports on performance and schedule. Lead commissioning crews for static and dynamic commissioning. Lead the review of detailed commissioning procedures for the critical mechanical systems with the respective stake holders and approvers. Specify cleanliness and preservation requirements, or ensure that vendor requirements are reflected in commissioning plans and procedures.Verify to Project Services commissioning hours/work scope developed is part of the Contractor's contract tender and submission.

Identify commissioning impacts on production; work with Operations, and project team to optimize. Provide commissioning assurance for mechanical systems and input in the Go/No Go, SUAR, PSSR and other assurance review processes, attendance at the appropriate reviews/meetings and provide timely updates and closure on actions. Provide Commissioning and Operations support during start up and post start up activities. Review of Operations and Maintenance Plans to verify alignment with the Commissioning plans and handover process to operations. Review and advise on material handling requirements for operations and maintenance. Assist in developing first fill requirement for commissioning and operations

Essential Skills / Qualifications:
Commissioning Discipline Leads report to the Commissioning Manager for delivery of the commissioning plans for the project and is accountable for discipline reviews throughout the engineering cycle as well as planning and scheduling within their scope
