The Company:
A major oil & gas operator

The Role:
Our Client is seeking an experienced Commissioning Lead to ensure maximum completions / commissioning of systems is attained onshore-minimising offshore project scope, delivering required start-up availability in a timely and safe manner.
• Commissioning of project deck facilities and handover to Operations.
• Commissioning Authority as defined within GOC.
• Manage the GOC process from MC through SH.

RESPONSIBILITIES & OBJECTIVES

Provide HSE Leadership and work with the selected contractors team to deliver fully on Clients expectations on HSE.
Responsible for full development of all necessary documentation, databases and procedures to allow maximum onshore completion – minimum offshore scope and carryover for project systems.
Responsible for ensuring adopted philosophy’ and strategy for Completions/Commissioning is correctly compiled & implemented.
Responsible for the planning, pre-work, and delivery of the onshore and offshore Commissioning activities
Provides feedback to the Project Manager with regard to cost, schedule trends and delivers on objectives as set out by the PM.
Provide Commissioning input to the Integrated delivery schedule both onshore and offshore.
Responsible for overall Vendor budgets, timing and durations (in consultation with Construction / Contractor)
Provides support & recognition for the Commissioning Team
Assures appropriate staffing of the Commissioning Team. Oversees the Commissioning and Completions Engineers both onshore and offshore.
Provides the PM with supporting information for presentation to upper management
Provides input for the monthly report
Oversees the interface of the Commissioning Team Engineers with Design and Contractors
Maintain awareness and promotes project goals in respect of Quality, Budget, Schedule, and Technical Integrity
Define Commissioning spares requirements and rationalise along with Operations group.
Work with relevant parties to ensure Contractor commitment to Project Objectives
Participate in the development of effective interfaces between Client and other Contractors.
Ensure that Lessons Learned are considered in the design and commissioning of project.
Ensure that the all Mechanical Pre-Commissioning activities are completed.
Ensure that equipment preservation requirements are implemented after delivery to site.
Preparation of MC and SH skylines to enable system completions to be tracked effectively.
Actively work with the Azerbaijani workforce to promote Nationalisation of Commissioning positions.

Essential Skills / Qualifications:
A recognised Engineering degree.
Minimum of 15 years experience of in the oil and gas industry at engineering level including;
Involvement with Engineering Contractor in design phase.
Factory / Site Acceptance testing
Thorough understanding of GOC.
Commissioning of utility and process piping systems onshore and offshore.
System Handover to Operations.
