The Company:

The Role:
 Work with the EPC contractor to develop a detailed commissioning plan and procedures.
 Work with PhPC and EPC contractor project team members to build and populate the project GoC database.
 Lead commissioning activities and ensure that commissioning procedures are followed.
 Optimize the commissioning plan and activities in terms of HSSE, duration and cost.
 Ensure that certification is managed in accordance with the commissioning certification process.
 Ensure that commissioning records are maintained.
 Keep records that demonstrate compliance with site integrity standards.

 Interface with project peers (e.g. installation/fabrication, operations) to co-ordinate activities
 Monitor construction/completion activities and pre commissioning and provide guidance to the EPC contractor to ensure compliance with commissioning expectations.
 Represent PhPC to provide supervision and guidance during the commissioning of discipline related activities.
 Act as the PhPC commissioning focal point for coordinating commissioning with the EPC contractor as well as PhPC construction teams and project engineering disciplines.
 Provide technical assurance to PhPC commissioning manager that construction activities are performed and completed to the required project standards in compliance with an approved completions database.
 Recommend to the operations manager enhancements to the commissioning plan and activities which can safely optimize these activities.
 Review handover packages, discipline site activities and handover package reviews and audits.
 Where appropriate, accept delegation as commissioning authority during commissioning.
 Provide trouble-shooting support during commissioning and post start-up.
 Work with the EPC contractor and PhPC project team to ensure that commissioning activities are coordinated and managed across the disciplines.
 Manage the commissioning certification engineer(s).
 Provide assurance through audit of the construction process through to Mechanical Completion (MC).
 Manage ‘powered up’ checks after MC.
 Lead PhPC project disciplined commissioning engineers when necessary, e.g. elec/inst/mech/process.
 Ensure that punch lists and engineering queries are closed out prior to handover to operations.
 Ensure that the commissioning manager is kept informed on overall commissioning progress.
 Perform preparatory inspections of modules and equipment at the fabrication facility prior to equipment release.
 Work with the operations lead to prepare and update operating and maintenance manuals prior to handover to operations.
 Provide support to the operations lead for updating the site maintenance system (MAXIMO) to include the new facilities.
 Ensure that any changes to the commissioning strategy or the facilities design are managed in accordance with the appropriate management of change (MoC) process.

Essential Skills / Qualifications:
 At least 10 years commissioning experience.
 Has a detailed knowledge of Commissioning and handover procedures e.g GoC.
 Can demonstrate HSSE leadership, particularly when managing vendors and sub-contractors.
 Has an awareness of the operating strategy and operations goals.
 Good knowledge of start-up and operations.
 A team player with the ability to communicate clearly and effectively with different levels of the project and disciplined personnel as well as contractors and sub-contractors.
 Attention to detail.
 Skills in team building and motivation.
 Excellent facilitation skills.
