The Company:
A leading operator within the Oil and Gas Industry.

The Role:
The Commissioning Manager plays a key project team integration role, is expected to be knowledgeable across all functional areas of the project and shall lead a multi-discipline team of commissioning engineers and other specialists as required to safely complete the Commissioning scope of work in compliance with company standards and the project schedule.

- The Commissioning Manager is responsible for budget related to commissioning and for the safety, quality, integrity and timely completion of the commissioning activities and handover to Operations phase.
- Lead by example and ensure that client's HSE&Q policies and procedures are implemented and adhered to in all phases of the work.
- Ensure the implementation of site Safety Management System; deliver on pre-agreed site and project HSE&Q targets for Company and Contractor staff.
- Lead, organize and control project work related to the topside and/or substructures and/or systems integration in a manner that ensures project objectives and goals to be met, and engineering work completed according to project schedule.
- Be an active and visible role model, and promote motivation, good communication and a positive work environment.
- Responsible that the entire Project is completed and is functioning in accordance with Functional Specification and Design Basis.
- Ensure that the facilities will function as a whole. Total system responsibility.
- Responsible for contractual Interface Management between all contractors which are taking part in the project.
- Ensure that identification and management of resources is done as required to deliver the project according to Functional Specification, Design Basis and Scope of Work etc.
- Ensure that the object’s commissioning team are structured and manned with qualified resources and that the team has both the capacity and the capability to execute scope of work at any time.
- Responsible for developing, implementing and managing a work permit system during the commissioning phase of the project.
- Participate in the project risk management process
- Actively use Company knowledge sharing, apply best practices, synergies and lessons learned from other projects and operations.
- Plan and manage the global project commissioning and start-up activities.
- Establish strategies for the commissioning activities and establish a “Completion Preparation Deliverables Plan” covering all project phases and all project objects.
- Establish organization and manning strategy, issue and maintain a manpower (MPP) plan for all phases.
- Identify needs for operational resources and support for all project phases in close liaison with the Operation Representative.
- Establish overall commissioning budget and monthly reporting routines for commissioning in close liaisons with Project Control Function.
- Produce commissioning and start-up execution strategies and plan that ensures a high degree of completion onshore and an efficient offshore hook-up, commissioning, start-up and hand-over.
- Set up system for handling of commissioning spares, temporaries, tools and consumables for the completion activities.
- Establish detail commissioning plan and handover milestones, including making sure commissioning plan integration into Contractors detail network schedule.
- Ensure final hand-over to Operations.

Essential Skills / Qualifications:
- Chartered Engineer (MSc) / Engineer (BSc)
- Less formal education may be compensated with documented relevant experience
- Minimum 15 years project experience from new platform and topside modification projects. Understanding of operational and maintenance requirements with regard to platform design.
- Working knowledge and experience with Norwegian offshore engineering & construction codes and standards
- Regulatory competence for the petroleum industry
- Proven experience in commissioning and start-up of offshore oil and gas projects
- Quality management principles and processes
- Fluent in English, verbal and written
