The Role:
The role of the Commissioning Manager is to deliver the preparation and execution of commissioning activities in order to deliver facilities to Operations in accordance with the project technical standards and schedule. The Commissioning Manager is to provide commissioning support during start-up activities up to project completion.

Planning Phase Responsibilities:
- Manage Project in accordance with the Commissioning Practice that defines the following deliverables:
o Commissioning Schedule that supports Start-Up Schedule
o Primary System Creation
o Updated Resource Plan
o Commissioning Execution Plan
o Completion system contracts in place & tool being used
o Commissioning Budget
o Commissioning HSSE Plan
o Commissioning Readiness Plan Populated
o Major Equipment Data Sheet Review
o Cleanliness and Preservation Project Requirements
o Procedure Register , development to plan
o Static Testing Procedures Defined and developed
o Dynamic Testing Procedures Defined and developed
o Vendor & Contractor Management Plan
o First Fill Plan
o Engineering Deliverables detailed to working level

Execution Phase:
• Lead the static and dynamic commissioning activities for the project.
• Review/accept mechanical completion packages from construction and review/offer system handover packages to operations.
• Manage mechanical completion and system handover walk downs to commissioning schedule.
• Implement control of work during commissioning phase and act as site controller/
• Lead daily command room meeting during commissioning phase.
• Manage commissioning schedule during execution phase and provide daily feedback as to commissioning status to project leadership team and overall project integrated schedule.
• Manage and interpret completions progress while maintaining a forward thinking approach to planning activities over the long term. Intervene where required to maintain project schedule.
• Manage closeout of punchlist items.
• Review and progress material deficiencies that affect safe and efficient commissioning activities and identify impact on commissioning schedule.
• Work closely with the Vendor coordinator to schedule vendor requirements for commissioning tasks. Coordinate vendor support including training requirements and understand vendor’s/contractor’s commissioning and start-up work processes.

Essential Skills / Qualifications:
• Extensive experience in leading Commissioning and Start-Up on Oil and Gas Major Projects. Additional experience from Operations would also be an advantage.
• Knowledge of FPSO process plant, facilities, utilities, and architecture of surface and subsurface offshore.
• It is expected that the successful candidate will have an engineering degree or equivalent.
• Demonstrated extensive experience within the field of commissioning.
• Previous experience with GoCompletions or equivalent completions management process and system an asset.
• Deep understanding of Control of Work processes during execution
