The Company:
A major, international oil and gas company.

The Role:
Working on a 28/28 rotation basis, as the Commissioning Authority, duties will include:

Overall coordination of commissioning interfaces between Operations and main contractor commissioning teams.
Ensure that commissioning requirements are reflected in the design and that commissioning plans and procedures are fully developed by the EPC contractor.
Ensure that field commissioning organisations is adequately resourced with suitably qualified, competent and trained personnel.
Ensure that inspection and test scope delivers technical integrity requirements throughout commissioning and start-up phases of the project.
Ensure adequate safe systems of work are established and organisations are fully trained.
Ensure concurrent and simultaneous construction and commissioning works are managed and coordinated in accordance with agreed safe system of work.
Ensure that a satisfactory control of work process is in place for commissioning scope of work, including control of energisation of systems and equipment.
Ensure that appropriate procedures are in place and approved for use for all commissioning activities.
Liaise with main contractor and operations groups to ensure necessary spares to support commissioning and 1st year operation are available.
Ensure timely close-out of all outstanding engineering, construction and punch list issues.
Ensure that any third party inspection or regulatory inspection requirements are implemented as part of integrated commissioning plan.
Ensure that the project certification and completion system is implemented correctly.
Confirm the performance of the safety critical design measures through testing during commissioning phase.
Ensure that preservation requirements during commissioning period are performed and recorded.
Ensure that Management of Change is implemented and controlled for all field changes required during commissioning.
Ensure development of operating procedures for hand-over to Operator for routine operation of facilities.
Ensure that all hydrocarbon commissioning procedures including plant performance testing
are developed and approved in time to support operator training.
Oversee all hydrocarbon commissioning activities including plant performance testing
Manage interface with EPC contractor for provision of reimbursable resources including specialist vendor support.
Provide progress measurement and reporting information to project management.

Essential Skills / Qualifications:
Engineering degree from an internationally recognised university

Desirable Skills / Qualifications:
Previous experience of working in a desert location.
