The Role:
Job Function:

Located at the construction site, performs (back-to-back) Commissioning Authority role within owners’ project management team with accountability for commissioning work scope and hand-over of completed systems to Operations at Ready for Start-up. Also acts as focal point within project team for support of all activities related to hydrocarbon commissioning and start-up.
As a member of Project Leadership Team, the Commissioning Manager contributes to project strategy development and contractor management including monitoring of project schedule forecasts and cost estimates to meet assigned commitments.


-Overall coordination of commissioning interfaces between IACP/IA Operations and EPC Contractor commissioning teams.
-Ensures that commissioning plans and procedures are fully developed by the EPC contractor and area aligned to COMPANIES requirements (GoC).
-Ensures that the field commissioning organisation is adequately resourced with suitably qualified, competent and trained personnel.
-Ensures that the inspection and test scope delivers technical integrity requirements throughout commissioning and start-up phases of the project.
-Ensures adequate safe systems of work are established and organisations are fully trained.
-Demonstrates strong and visible leadership in planning and safe implementation of commissioning and start up activities.
-Ensures concurrent and simultaneous construction and commissioning works are managed and coordinated in accordance with agreed safe system of work.
-Ensures that a satisfactory control of work process is in place for commissioning scope of work, including control of energisation of systems and equipment.
-Ensure that appropriate procedures are in place and approved for use for all commissioning activities.
-Liaises with Main Contractor and IAP Operations Groups to ensure necessary spares to support commissioning and 1st year operation are available.
-Ensures timely close-out of all outstanding engineering, construction and punch list issues.
-Ensures that any third party inspection or regulatory inspection requirements are implemented as part of integrated commissioning plan.
-Ensures that the project certification and completion system is implemented correctly.
-Confirms the performance of the safety critical design measures through testing during commissioning phase.
-Ensures that preservation requirements during commissioning period are performed and recorded.
-Ensures that Management of Change is implemented and controlled for all field changes required during commissioning.
-Development of start-up strategy and start up manual with input from field discipline engineers and site operations team including a start-up roadmap
-Ensures development of operating procedures for hand-over to Operator for start-up, shutdown and routine operation of facilities.
-Ensures that all hydrocarbon commissioning procedures including plant performance testing are developed and approved in time to support operator training.
-Oversees all hydrocarbon commissioning activities including plant performance testing
-Manages interface with EPC contractor for provision of reimbursable resources including specialist vendor support.
-Provides commissioning progress measurement and reporting information to project management

Essential Skills / Qualifications:
The position holder will be a professionally qualified engineer with a core discipline engineering background and extensive experience in construction completions and commissioning roles for major projects in the oil and gas industry:

•Degree or higher qualification in relevant Engineering discipline
•Minimum 15 years relevant experience in the installation and commissioning of oil and gas processing facilities and has held positions with similar level responsibility in past roles
•Good spoken and written English

Knowledge and experience will typically include:

•Experienced in the application of quality management systems including certification processes used during installation, commissioning and handover of mechanical systems from project to operational phases;
•Familiar with safe systems of working including permit-to-Work procedures normally used on operating facilities;
•Understands use and limitations of KPI to manage performance; has experience in defining and impl
