The Company:

The Role:
HSE
• Demonstrate personal HSSE leadership and excellent HSE behaviours at all times and ensure that safety expectations are communicated and maintained. Perform as a safety leader through auditing, setting and exhibiting the highest standards.
• Candidate will be required to intervene or have appropriate conversations with team members and contractor around safe work practices if required.
• Shall notify supervision of all unsafe acts, near misses and incidents.
• Team member is required to lead by example with regards to company’s HSE policy.

Responsibilities
• Take ownership of and develop the preservation philosophy and strategy.
• Ensure the requirements of the philosophy and strategy are clearly understood by the EPC contractor and implemented through the complete project life cycle; from equipment release, installation, fabrication, commissioning and facility start-up.
• Confirm the EPC contractor has allocated an adequate amount of resources to implement the agreed strategy.
• Confirm preservation checklists, routines and procedures are consistent with the preservation strategy and vendor requirements for all equipment.
• Engage with the engineering team to ensure preservation requirements are clearly identified.
• Ensure Preservation activities are adequately estimated and allowed for within the project integrated plans / fabricators schedules so not to clash with key construction and commissioning activities.
• Engage with the construction team to agreed witness hold points through the fabrication to demonstrated cleanliness.
• Ensure that the contractor has a planning and tracking mechanism for all preservation activities.
• Develop an audit process with the Quality team to ensure Preservation and Cleanliness plan is being followed.

Mechanical & HVAC Planning phase:

• Input into review of engineering design and provide comments toward “commissionability” at fabrication site and during final site phase.
• Provide commissioning input to the project schedules. Review and provide feedback to the commissioning manager on the contractors level 2/3/4 commissioning schedule.
• Oversight and assurance of the contractors implementation of a job card / workpack system for use during commissioning execution.
• Review and approve the contractors developed commissioning procedures ensuring their completeness to demonstrating the functional and performance requirements of each system.
• Review contractors recommended commissioning spare parts list and support Ops in development of 2 year spares listing.
• Review system limit drawings to confirm that the system and subsystem breakdowns will enable a functional testing and commissioning of the facility in line which the project schedule.
• Review all systems and work with the EPC contractor to ensure they explore and maximises the amount of commissioning that can be carried out at the modular fabrication yard.
• Review contractor’s strategy for temporary equipment requirements to support commissioning activities of mechanical and HVAC systems both at the fabrication yard and final site location.
• Review the first fill requirements for all systems and equipment assuring completeness and correctness.
• Review Factory Acceptance Test procedures to ensure that as much functional and performance testing is carried at the venders works to complement future commissioning requirements at site.
• Attend/witness Factory Acceptance Testing (FAT) and where attendance is not possible ensure that that ‘commissioning’ requirements are understood by those witnessing the test.
• Ensure Lessons Learned from other projects are captured and mitigated against.


Execution phase:

• Review mechanical completion packages and system handover packages. Support contractor in handover of packages to operations.
• Input into mechanical completion and system handover walk downs. Confirm the quality of these walk downs to ensure the integrity of the system at the point of handover.
• Monitor commissioning progress against schedule and provide feedback to commissioning manager on contractor’s performance against the schedule.
• Oversight and assurance of contractor’s execution of static and dynamic commissioning activities to project specifications. Highlighting any technical deficiencies in the contractor’s execution so they can be addressed before the commissioning schedule is impacted.
• Review the quality of punch listing by the contractor and ensure that expertise and materials are allocated for their timely closeout.
• Review vendor call out schedule for assurance that it will meet the agreed commissioning program.
• Ensure that all site queries and any subsequent changes to equipment or systems are done so through the approved project procedures and captured in the completion system for inclusion in hand over packs.
• Confirm all applicable documents are ‘as-built’ as per approved project procedure.

Essential Skills / Qualifications:
• Extensive experience in Commissioning and Start-Up of rotating equipment packages on an Oil and Gas Major Project.
• Experience with preservation and cleanliness program development, implementation and management.
• Previous experience of working in construction yards.
• It is expected that the successful candidate will have an engineering degree or equivalent or equivalent work experience required.
• Demonstrated extensive experience within the field of commissioning.
• Previous experience with completions management process and system.
• Previous experience in managing and overseeing a contractor in executing construction and commissioning scope.
• Comprehensive understanding of Control of Work processes during execution.
