The Role:
BACKGROUND
• Mars B is an approved Tension Leg Platform (TLP) Project which will be constructed at various sites around the world, integrated at a site on the United States Gulf Coast, and operated in the Gulf of Mexico.
• This role will report to the Shell Commissioning Manager.
• This role is expected to start in 1st Quarter 2012 (possibly in December, 2011) and finish sometime in 2014, when the project achieves ‘first oil’. This role is critical to the project success and the selected candidate will be expected to stay until completion of all commissioning work.
• This role will be initially performed in New Orleans, LA, move to the module/integration site in Ingleside, TX after about 1 year, and eventually transition offshore (flights originate and return to Boothville, LA). The role will include period trips to vendor sites to attend FATs during the planning phase.
• This role is will be responsible for developing the plan and coordinating the resources to manage:
o Embracing Shell’s emphasis on working safely, assuring the safe work the commissioning team, and intervening when observing unsafe acts at any Shell site.
o Commissioning of the Top Sides Systems with a focus on rotating and static equipment.
o System Walkdown and Punching Management
o Special Cleaning Coordination
o Inspection of Critical Vessel Internals
o Work Completion Tracking
• The Commissioning team is responsible for construction completion verification, cleaning of key systems, function testing of systems and hardware, and assisting operations in achieving initial production.
• Commissioning is a critical phase of the project where by the duration of the work needs to be minimized while assuring thorough completion of work, managing activities safely, within budget, and within ‘person’s on board’ limitations.
• Individual should have excellent interpersonal, technical, communications, organizing and planning skills.

Responsibilities:
• Coordinating the commissioning activities, particularly for rotating and static equipment, both in the planning and execution phase.
• Assuring that the project scope is divided up into systems that are defined in a manner that will support ease of commissioning.
• Work with the commissioning team to set priorities for system turnover that allows for productive simultaneous operations (simops) that allows for safe commissioning of systems while the construction contractor completes and turns over the remaining systems.
• Assure that the System Checkout Procedures (SCPs) are developed, approved, and finalized per the planning schedule and include the appropriate content and detail to assure safe and thorough commissioning.
• Assuring that the Commissioning execution plan includes the materials, special tools, and vendor support for a safe and productive pace.
