The Company:
A global Oil & Gas operator with extensive operations in the Caspian Region.

The Role:
* Working with a team of Commissioning Engineers in Execute Phase commissioning activities to provide process piping, vessel, and equipment integrity verification.
* Produce detailed Nitrogen/Helium Leak Test strategy and procedures
* Produce detailed Nitrogen/Helium Leak Test Packs
* Quantify all test gas quantities required for implementation of leak test packs
* Identify best and most economic methods to be adopted to carry out leak tests
* Ensure all Nitrogen/Helium Leak testing is carried out in compliance with safety standards
* Ensure through the bidding process that contractors for Nitrogen/Helium leak test scopes of work are experienced, can demonstrate previous overseas successful leak test campaigns with acceptable safety record.

Ideal candidate will have;
* Track record of relevant commissioning experience on Mechanical Systems on international onshore or offshore facilities, and demonstrate a deep understanding of Commissioning process including:-
o Proven previous involvement with N2He Contractor in similar scale projects
o Proven previous involvement with bolt tightening and flange management procedures
o Produce N2He detailed leak test packs with approved industry isolations at test limits
o Quantify all test gasses volumes and in country budgets
o Evaluation of Leak Test Contractors bid submissions.
o Management of site implementation of leak test contracts
o Ensure in country logistical support for leak test contracts are achieved
o System Handover Management Process from Construction and to Operations
o Familiarity with Mechanical Completion Process

* Control of Work processes during execution
* Demonstrate personal HSSE leadership and excellent HSE behaviours at all times, and ensure that safety expectations are communicated and maintained.
* Attend all mandatory training as specified in HSE, and Permit To Work training schedule, and to act as Performing Authority
* Provide coaching / mentor national and junior team members as necessary
* Ensure all Commissioning discipline Engineers, Supervisors and Technicians deployed on process systems Leak Testing are fully aware and understand the projects safe working practices and ensure they are adhered to, to maintain a SAFE working environment.
* Ensure that any engineering changes to process systems are captured and marked up on project master P&ID's with regard to Leak Test Packs.
* Responsible for approving the Contractors Leak Test Packs along with Commissioning Process Engineer.
* SPA for the review / acceptance of the relevant N2He leak test-packs required for the onshore & offshore N2He programmes within the onshore / offshore commissioning phases
* Ensuring all relevant Training and Coaching is undertaken and implemented for all Azeri Nationals within the Commissioning group to develop their technical understanding of engineering principles and practical skill level.
* Ensure that all Gross Air Leak testing has been carried out to a satisfactorily level
* Liaise directly with bolt torqueing vendor to carry out any repairs as required
* Ensure that all flange management, witness joint documentation is complete and up to date
* Liaise directly with construction and scaffolding teams to ensure that all high point, drain point, vent paths and connections are unobstructed and freely accessible
* Provide assistance where required to Operations group for studies & preparation of "start-up" procedures / documentation with regard to leak tests, inerting of systems.
* Review of 'As Building' documents in accordance with project procedure.
* Coordinate Vendor and N2He contractor call offs in accordance with construction and commissioning schedule ensuring Vendors and equipment are mobilised when required, are aware and understand fully the safe working practices of the site and receive all the necessary site specific safety training.

* Ensure the projects commitment to Safety is maintained.
* To complete the work scope assigned within the defined project schedule, ensuring the engineering design standards are achieved and equipment integrity satisfactorily demonstrated

Essential Skills / Qualifications:
* Competent in communicating in English language.
* Ability to work on own initiative.
* Good inter-personal and communication skills.
* Deep knowledge of Nitrogen/Helium Testing and associated test equipment.
* Ability to produce written technical reports and procedures.
* Ability to supervise technicians and liaise with engineering, operations and fabrication contractor.
* Ability to interpret and understand P&IDs, D&IDs, UFDs, PFDs, GA's and other engineering drawings.
* Computer literate in MS Word, MS Excel and MS PowerPoint
* HNC/HND or similar. Consideration will also be given to candidates who demonstrate appropriate experience / work history.
