The Role:
• Responsible for the preparation of commissioning manuals and procedures
• Leads the commissioning activities, in close cooperation with the project team members as relevant and production team
• Responsible for budget, schedule and HSE matters related with the above
• Provides support to the production team for the startup phase
• Maintains proper records, using the project filing system.
• Liaises with the Project HSE Manager as appropriate

Definition of roles and responsibilities
Project phase 3, and close-out of phase 2

Project scope definition:
• Design and construction of the processing- and power modules
• Preparatory Brownfield works at the Bualuang platforms, to install phase-3 equipment that is outside the modules and to prepare connections for the future hookup of the modules
• Transportation and installation of the modules on BLWPB
• Hookup and commissioning of the modules and other phase-3 systems
• Management of the FSO delivery, through the lease agreement with Teekay, thru handover to production operations. The project scope does not include the de-commissioning and removal of the current FPSO, this is handled by Production Operations Dept.
• Procurement and installation of the export pipeline to the FSO and water return line from the FSO, testing and commissioning, support for startup.
• Working closely with Corporate Affairs Department to enable effective EIA approval, for the project scope, and ensure proper notification/permitting/reporting as required by authorities.
• Ensure that all systems delivered under project scope are well integrated within the existing platform and FSO systems as relevant, and that the systems are designed, built, installed, hooked-up and commissioned to be able to work effectively after hand-over to operations.
• Ensure that the FSO is equipped with an appropriate data acquisition and control system, communicating with platform SCADA systems.
• Provide adequate support to Production department for Start-up of Phase-3 systems
• Integration of Operations staff in the project phase and project team, in order to prepare for efficient startup and future operations
• Added scope: find and implement solutions to possible issues resulting from the Safety Case and RAM studies of (around) June 2013.
• Close-out of Phase-2 works (hooking-up new wells when these are delivered) and claims
• Deliver to Production department adequate project files, manuals, as-built documents etcetera, in electronic format and with paper backup as relevant.
• Key project targets:
o HSE: no fatalities and zero Recordable Injuries
o Schedule: modules operation by May 31st 2014
o Schedule: FSO operational prior to 27 August 2014
o Capex budget (confidential)
o FSO CAPEX/ OPEX budget for anchoring systems, FSO transportation from international border of Thai waters to site, installation/anchoring and testing, to be paid as direct Opex or rolled into charter fee as relevant (amount confidential)
