The Role:
• Support the Commissioning Manager for area delivery of

o Commissioning Schedule that supports Start-Up Schedule
o Primary System Creation
o Resource Plan
o Commissioning Execution Plan
o Completion system contracts in place & tool being used
o Commissioning Budget
o Commissioning HSSE Plan
o Commissioning Readiness Plan Populated
o Major Equipment Data Sheet Review
o Cleanliness and Preservation Project Requirements
o Procedure Register , development to plan
o Static Testing Procedures Defined and developed
o Dynamic Testing Procedures Defined and developed
o Vendor & Contractor Management Plan
o First Fill Plan
o Engineering Deliverables detailed to working level
o Commissioning Training Plan
• Lead the development of the system handover and system identification. Work with Construction, Operations and Engineering in development of system breakdowns.
• Provide input to set priorities for sub-system turnover that takes into account the facility’s design and would allow for safe commissioning of sub-systems / systems while the construction contractor completes and turns over the remaining systems.
• Support the development of commissioning procedures
• Lead the development of the temporary equipment requirements to support commissioning activities.
• Provide input and comments on 3rd party vendor selection and development of 3rd party scope of work documents.
• Support project Factory Acceptance Testing (FAT) including: assigning resources to attend FAT’s, reviewing procedures, periodically attending FAT, and adjusting commissioning scope to integrate FAT successes and deficiencies.
• Lead review engineering design and provide comments toward “commissionability” at fabrication site and during offshore HUC phase.
• Lead the development of a level 3/4 commissioning schedule as design becomes more mature.
• Assist with implementation of a job card / workpack system for use during commissioning execution. Co-author certain job cards with other team members.
• Lead review vendor recommended commissioning spare parts list and work with Ops and supply groups to purchase commissioning spares & consumables as identified on commissioning procedures.
Execution Phase:
• Lead the pre-commissioning / commissioning activities for his / her areas of responsibility.
• Act as delegate to Commissioning Manager to review/accept mechanical completion packages from construction and review/offer system handover packages to operations.
• Attend mechanical completion and system handover joint walk downs as required.
• Responsible for preparing/reviewing work permits for commissioning scope. May be required to act as the Issuing Authority.
• Attend daily Command room meeting and provide input / comments as required.
• Provide daily feedback as to commissioning status for his / her respective scope and generate weekly activity report along with a 2 week / 4 week look ahead. Lead coordination of commissioning resources allocation to support.
• Lead meetings, including Command Room progress meeting, as required and represent the commissioning team at other project team meetings.
• Manage and interpret completions progress while maintaining a forward thinking approach to planning activities over the long term.
• Manage closeout of punchlist items for his / her area of responsibility.
• Review and progress material deficiencies that affect safe and efficient commissioning activities and identify impact on commissioning schedule.
• Work closely with the Vendor coordinator to schedule vendor requirements for commissioning tasks. Coordinate vendor support including training requirements and understand vendor’s/contractor’s commissioning and start-up work processes.
• Progress and maintain job carding system and reporting.
• Ensure that preservation and maintenance on systems correctly identified and is being carried out in accordance with Preservation Procedure.
• Be familiar with the Project Management of Change Procedure and Site Change Control and Technical Queries procedure.
• Ensure all relevant As-Built Drawings / Documents are marked up as defined in project As-Built Procedure.
• Engage Operations personnel as part of the commissioning team and maximize on-the-job training for operations personnel.
• Individual will work in a team environment and must be able to quickly understand the roles of those in the interfacing teams, develop quick relationships, and work effectively to assure that the commissioning work integrates well in the overall project plan.

Essential Skills / Qualifications:
• Extensive experience in Commissioning and Start-Up on Oil and Gas Major Projects. Additional experience from Operations would also be an advantage.
• Knowledge of FPSO process plant, facilities, utilities, and architecture of surface and subsurface offshore and / or onshore gas and oil producing facilities.
• It is expected that the successful candidate will have an engineering degree or equivalent.
• Demonstrated extensive experience within the field of commissioning.
• Previous experience with GoCompletions or equivalent completions management process and system.
• Deep understanding of Control of Work processes during execution
