The Company:
Our Client is an independent Australian oil and gas company playing a key role in supplying energy to our region.

They are one of the world’s leading producers of liquefied natural gas, helping meet the demands for cleaner energy from Japan, China, Korea and other countries in the Asia Pacific region.

The Role:
Our client is currently seeking to recruit a Mechanical Commissioning Systems Engineer to join them on a long term contract basis based in Perth.

The role will be reporting to the Upstream Commissioning Manager and will provide support in the planning, development and execution of the Upstream system commissioning activities.

Responsiblilties will include ensuring that the Upstream systems mechanical design, pre-commissioning and commissioning is integrated across the entire project and achieves required BOD outcomes.

Additionaly, to accept the Upstream project process/mechanical systems after:

o Mechanical Completion and/or onshore commissioning (CPF)
o Mechanical completion and offshore completions (DTU)
• To co-ordinate the mechanical pre-commissioning and commissioning activities for the offshore phase (CPF).
• To verify the facility mechanical commissioning activities for the offshore phase (DTU).
• To co-ordinate the Upstream system mechanical commissioning activities for the offshore phase.
• To demonstrate that the Upstream system process/mechanical design achieves the required BOD outcomes and that the system’s operability is evident prior to handover and acceptance by Production.
• To ensure a smooth handover of the Upstream Project systems to Production.

This role supports the Commissioning Lead - CPF and the Commissioning Lead - DTU on the Upstream project.
Other Leads are responsible for other systems (e.g. electrical, controls etc.).

The role is to handover safe, operable and fully commissioned mechanical systems and equipment to Production.
The key responsibilities of this position, relating to mechanical scopes, include:

• Ensuring awareness and adherence to WEL and Upstream Projects HSE policies/values to address all health, safety, environmental and risk issues associated with the commissioning/start-up activities
• Co-ordination of the commissioning plans/schedules, and the production of commissioning, handover and performance testing procedures.
• Helping to develop a Flawless Start-up culture within the Upstream project.
• Ensure the relevant interfaces (esp. Production) are fully aware of all commissioning and start-up activities. Ensure effective resolution of interface issues across all facets of the commissioning and handover work scopes.
• Define acceptance criteria at handover milestones from onshore fabrication/commissioning (CPF) and offshore installation and HUC (DTU).
• To accept the Upstream Project systems after mechanical completion (offshore CPF), after offshore HUC (DTU); to co-ordinate the verification of onshore commissioning (CPF and DTU); to coordinate the progression and performance of all offshore commissioning and start-up activities (CPF, DTU and Upstream system).
• Assist the Commissioning Leads for CPF and DTU with the management of cost performance of commissioning activities.
• Assist the Commissioning Leads for CPF and DTU with ensuring adequate contingency planning for commissioning activities and manage appropriate resources to mitigate risk to potential project delays.
• Ensure the commissioning and handover work scope will meet all project objectives relating to safety, quality, operability and reliability.
• Coordination of punch list close out and final project handover to Production
• Participate in necessary mechanical completion verification activities to ensure successful pre-commissioning and commissioning outcomes.
• Provide systems support to the Integrated CSU group to ensure overall system integration

Essential Skills / Qualifications:
Previous Commisioning Experience in an Owner Operator Envvironment.
