The Role:
The COMOPS Manager will be responsible for managing the offshore combined marine vessel movement and activities (including the drilling rig) in order to ensure that offshore operations and logistics are conducted safely and effectively in accordance with the integrated schedule and overall project objectives.
They will be assisted in this role by the Marine Coordinator.

Activities
• To finalise and obtain management approval and sign-off of the COMOPS / SIMOPS Management Strategy and all associated documentation. This will include the definition and agreement of all safety and restricted zones, the associated procedures for Permit To Work controls and the offshore Field RSES / Delegate (RSESD) management philosophy.
• To chair and manage the discussion between Pipelines, Planning, SHE, OPS, SPS and Drilling teams in order to establish an agreed set of priorities relating to all marine construction, logistics and drilling activities for the 2012 and 2013 offshore campaigns.
• To ensure that any potential clashes between marine vessels are identified and addressed in advance to minimise the impact on the overall schedule and budget. Where it is not possible to resolve the potential conflict in vessel activities between the relevant parties, to raise the issue to the Project Director / Deputy for final resolution/arbitration.
• To ensure that all HAZOPs, HAZIDs, HIRAs and other risk assessments are carried out and the associated recommendations are implemented before the start of the offshore operations.
• To manage the creation of a centre of marine expertise, thereby ensuring that all the marine vessels are mobilised in accordance with COMPANY regulations and the appropriate UKCS legislation and that the relevant documentation and procedures are approved and in place.
• To chair regular marine vessel coordination meetings and circulate the related MoM to ensure that all relevant parties understand and are in agreement with the scheduled vessel movements and priorities. To ensure that the Integrated Vessel Movement Schedule is kept up to date and issued to all interested parties on a regular basis

Essential Skills / Qualifications:
The post holder will be ideally qualified to degree level with extensive experience working in the safety management function in the UKCS environment :

• Chartered safety professional.
• Thorough knowledge of UK offshore HSE legislation and its application.
• Able to chair HAZOP, HAZID, HAZAN and other risk assessment methods, multi-discipline reviews.
• Experience of liaison / communication with specialists in external agencies (e.g. HSE).
• Excellent communication skills and an ability to work at a senior management level in order to manage project internal discussion / debate and ensure the resolution of disputes between interested parties before they impact on the schedule or budget.
