The Role:
The AGT Regional Competency Management Assurance System (CMAS) Co-ordinator is a major contributor and advisor for employee competency assurance of technicians within operations in the AGT Region. Additionally the role is responsible for providing some administrative support to the DC Team.

CMAS/iCAN is the approved competency management system globally for BP. Building of elements, Units and profiles in the competency management system, assigning profiles, updating of competency records and the other all health of the CMAS system falls directly under the responsibility of this position and is the core part of the role.

In addition to CMAS work, the role will also include some DC team tasks such as administrative support, data handling, maintaining KPIs and monthly reporting. Interaction with a diverse population across the AGT region and Company will also be required. Good potential exists for more responsibility depending on experience and ability.

The CMAS Co-ordinator will report to the DC Assurance Technician Lead Operations and will be based in Baku; some travel within the AGT region will be required. The job will require interface with the DC, technician and leadership teams in Azerbaijan, Georgia and Turkey, as well as other departments within the AGT Region.

The job-holder would have a good opportunity to build a network across the relevant petro-technical disciplines and get a good understanding of the interface between HR and the technical disciplines in relation to people issues. Depending on the capability of the incumbent and business needs at any one time, there is the potential to broaden the scope of the role beyond straight-forward CMAS and team administration. Over a period of time, a strong performer in this role would be likely to develop the knowledge, skills and reputation that would enable them to be considered for more senior roles within the field of discipline capability.

Primary job accountabilities:

CMAS
Interface with technicians and FLL’s on individual technician profiles and competency progression
Coaches and Consults Site Leaders on Technician competency report data and communication.
Provide competency level data for the use in individual progression moves
Provides quality control of assessments data and entries being completed for technicians.
Updates training record from VTA into iCAN (manual transfer)
Administration of the CMAS/iCAN database as a foundation for the technician CMAS process, creates and updates templates, units and elements of the CMAS process. Creates profiles for each discipline and assigns individuals to profiles, locations, teams and roles for CMAS including CTTC technicians
Implements any changes to CMAS in conjunction with the IT global support team from the vendor
Provides and administers access to the CMAS system.
Provides CMAS data for management reporting
Specialist admin for all “Non – Ops” disciplines.
Regularly check the application functionality and data accuracy across the assets.
Document Controller/Custodian for AGT Region Technician Assurance process documents..
Report Generation for OPR’s, KPI’s. Dashboards as requested
VTA to ICAN integration management and assurance. Troubleshoot and remedy problems with this process.
Liaise with external shareholders and develop network to help meet Technician assurance goals and plans, for Example; HR L&OD advisors, VTA Leads etc.

Data Management: (Plan Monitoring)
The Developer Administrator of the Org Capability Dashboard, monitor and reporting to Managers and Leaders progress towards Org Capability KPI’s.

General administration:
Arranging and scheduling internal and external meetings
Providing administrative support for DC Leadership team.

Individual projects
These will vary according to the current business needs.

Support for Excellence Programme
This development new programme is being implemented in AGT region during 2013 and 2014. Processes are still emerging and it is highly likely that – the job-holder maybe be expected to provide administrative support to excellence.

Key Challenges:
•Detailed understanding of the process, policies, timeline, and all the standards involved in Technician development.
•Communication that to a wide range of costumers from new recruits to seasoned leadership positions in the national and expat workforce.
•Sheer size of the organization and networking involved in getting decisions and actions to completion
•Planning, scheduling and organization to drive delivery of promises to customers
•Leading networking discussions between operations leadership and HR and resolving issues that arise.
•Persuading leadership to accept new approaches to improve efficiency.
•Working without supervision to maintain IT tools.
•Creating innovative IT solutions to build ideas offered from stakeholders into existing and new tools.

With such a diverse workforce, from so many locations, offshore, onshore and exports while driving consistency, standardization and commonality are also key challenges to this position.

Essential Skills / Qualifications:
At least two years experience in a similar administrative and data handling position.
Organize and ability to manage activities to completion.
Any experience in CMAS or similar will be helpful but not essential
Any experience in discipline capability, training and development will be helpful but not essential.
Any experience working in the oil and gas industry will be helpful but not essential.
University degree will be valued especially in technical, scientific, legal or administrative studies.
