The Company:
Our client, a diverse Canadian Energy Company, plans new developments estimated at $12+ Billion over the next 5 years.

This position is open to Canadian Citizens and Permanent Residents only. Residents of Newfoundland & Labrador will be given first consideration for this position.

The Role:
Working within the Ready for Operation Team the incumbent will provide leadership of Completions and Ready for Operation data, documentation and information deliverables throughout the project cycle, and inclusive system / part system turnover to Operations.

In particular, the incumbent will be responsible for :
- Specification, management and/or oversight of a database program for controlling project preservation, mechanical completions, commissioning, handover and turnover.
- Organize and manage all data, documentation and information required to support system / part system turnover to Operations
- Develop and populate a Project Asset Management System
- Develop completions and Ready for Operation data application system
The incumbent will interface extensively with the Project Component Delivery, QA, Information Management, IS Business Services teams and Operations.

Completions Database
- Prepare a Completion system functional design specification.
- Evaluate and ultimately manage a commercially available database program or manage an in house programming resource to develop such a program or prepare a functional and commercial specification for such a program to be developed by an
outside company and manage that development.
- Manage a completions database with distributed population & status updating responsibility by the various project components delivery teams and their contractors. Facilitate user training and provide support. Provide oversight and analysis
of project components delivery teams' scope development and completions status tracking.
- Assist the technical element of project component delivery teams in the development of discipline Mechanical Completion and Static Commissioning check sheet templates, in order to support their contractors, should this be necessary.
- Assist in the preparation of typical completions procedures such as Mechanical Completion (MC), Punch list handling and Handover / Turnover processing.
- If found necessary, provide short term support to Project Component Delivery Teams Completion Coordinators in establishing their contract MC & Commissioning requirements inclusive of sequencing of MC activities, etc.

Documents and data for Operations
- Organize all document & data required to support Turnover of system / part systems to Operations.
- Develop a scheme identifying all project documents and data requiring delivery to Operations and the delivery method. This will involve extensive interface with Operations to determine requirements and Project Information Management team to facilitate organization of delivery.

Asset Management
- Develop an asset management system which delivers to Operations by asset tag number, system, part system, facility, the opportunity to drill down to all pertinent operations & maintenance data required for the eventual ongoing operations. This is a significant and critical task. The duration will be over the project cycle through to Project Completion and must be in place for each Turnover to Operations. This will involve extensive interface with Operations to develop requirements and information management to facilitate organization of delivery. It will involve population of a specific module of the project document management system ACONEX. This task is closely aligned to the DFO task.

Completions/RFO Information application systems
Develop, in conjunction with project IS Business team, applications as required to support the Completions! RFO and preparation for Operations scope. An example is existing GIS software — facilitate expansion of the current software to allow for graphical location completions status tracking for the HVac & HVdc transmissions lines.

Essential Skills / Qualifications:
ACADEMIC QUALIFICATIONS:
Bachelor of Engineering or an equivalent combination of education, training and experience.

RELEVANT WORK EXPERIENCE AND REQUIRED COMPETENCIES:
• 10 to 15 years successful experience on multimillion dollar projects
• Previous experience of IS/engineering application development, Information Management and Completions processes and procedures
• Experience in developing and implementation of mechanical completion database tracking tool.
• Possess a good understanding of all the various project delivery and operations elements which make up the project.
