Position - Consortium Lead EHS Manager
Project - Mae Moh MMRP1 Project. The first lignite-fired power plant in Asia
Location - Mae Moh district, Lampang province, Thailand
Start – ASAP
Work days – 5.5 per week
Duration – 1 year renewable contract
Lead and manage in the most efficient manner the EHS team members to provide the suitable support to the site
management team in implementing the Site EHS Management System.
Implement and maintain the Site Environmental, Health, Safety Management System, ensuring compliance with all
relevant statutory, regulatory, contractual and company requirements.
Implement and maintain the Site Security Management System, when relevant, ensuring compliance with all relevant
statutory, regulatory, contractual and company requirements.
Define and monitor actions to improve EHS Performance in Construction & Commissioning and to reduce likelihood
and severity of EHS events and Site Security breaches.
Behave as an example for others and provide full and active commitment in the deployment of the ALSTOM Thermal
Power “Everybody Safe and Well” Charter, Steam Business EHS Policy and any additional project-specific written
Personally comply to all applicable Alstom regulations, included but not limited to e-book instructions, Code of Ethics.
Monitor the effectiveness of the site related rules defined in the Project EHS plan, revise as necessary in agreement
with the Project EHS Manager and Site Manager, and take appropriate actions in the event of non-compliance.
Continuously provide relevant information to the site management in relation to any arising situation.
Ensure full implementation of ALSTOM standards and procedures at site (EHS Directives, AZDP Directives, Work
Instructions and Guidelines, EHS Roadmap standard, etc.)
Define and implement an EHS Subcontractor audit program to monitor compliance with all relevant statutory,
regulatory, contractual and company requirements.
Monitor fulfilment of EHS contractual requirements established with the Subcontractors
Monitor the implementation of the Commissioning Safety Rules and take appropriate actions in the event of noncompliance.
Actively communicate on the EHS Roadmap and AZDP requirements and ensure the Site Manager monitors and
maintains site compliance with the associated EHS Requirements.
Prepare, implement and maintain emergency plans, security programs and site access control procedures.
Set up and administrate the EHS training program for site personnel.
Advise site personnel on all aspects of EHS applicable to site activities.
Organize (and deliver, when relevant) adequate EHS communication to the ALSTOM site personnel whenever required
(EHS Toolbox talks, communication on specific EHS issues, EHS awareness campaign, etc.).
Ensure EHS is considered by the Site Management in the coordination of site activities, especially where interfaces are
involving subcontractors or operational areas of plant.
Ensure full implementation of the risk assessment / method statement identification, preparation, review and
Ensure that all site EHS events (accidents/incidents, near-misses, first aid cases, property damages, etc.) are recorded,
investigated and analyzed to prevent reoccurrence.
Report all site EHS events (accidents/incidents, near-misses, first aid cases, property damages, etc.) to the Project
EHS manager in due time.
Lead the 8D analysis for Potentially Severe Event (PSE) when required.
Ensure the Permit-to-Work processes are fully implemented.
Ensure the full implementation of the EHS communication processes, including preparation and facilitation of the
monthly EHS committees.
Ensure full implementation of the incentive and disciplinary procedures at site.
Monitor quantity and quality of the site EHS inspections carried out by the site personnel.
Ensure provision of the site EHS induction in accordance with ALSTOM requirements.
Lead by example in complying with the site EHS rules.
Advise site management on legal exposure and EHS concerns related to any change or decision managed at site.
Managerial (Administration / People)
Prepare and submit a monthly EHS report to appropriate personnel.
Maintain appropriate records and documentation for the duration of the Project.
Liaise with the relevant EHS authorities and external services
In coordination with the Site Manager, liaise with the Customer on EHS matters
Review (and validate or reject) the assignment to site of Sub-Contractors’ EHS professionals
Actively participate in the management of change processes, by providing EHS-related feedback regarding issues
arising on site to the relevant department (Engineering, Supply Chain, Construction & Commissioning), through the
appropriate tools and communication channels (Project EHS Manager, ERS, NCR, constructability reviews, etc.)
Key Performance Indicators

General site EHS conditions identified during site visits.

Any other individual objectives established during the performance review.
Specific Functional/Technical authority (besides DoA)
To intervene whenever site activities do not meet the established EHS requirements of the risk assessment / method
To stop any activity whenever there is an immediate danger.
To coordinate an emergency response situation in accordance with the Site Manager directions.
To take actions in line with the disciplinary procedure and the zero tolerance policy.
