The Role:
Construction and Commissioning Engineer is responsible to follow up Project execution as per Company specification and GOC and may support to Engineering on engineering stage of the Project. By the request from Management may able to give technical evaluation on tender stage of the Project.
HSE Responsibilities:
-To understand and demonstrate commitment to the AzSPU HSSE ( Health, Safety, Security and Environmental) Policy by the following:
-To understand and adhere to the OMS and operations procedures.
-To maintain company expectations in SOC and BOSS delivery.
-Complete and fulfill the objectives of the required HSE training programmed.
-Demonstrate the commitment to plant integrity and prevention of incidents.
Key Responsibilities:
-Supervision and monitoring of the preparation of Mechanical Completion and System Handover packages from multiple contractors on multi disciplines, verification and auditing of the certification process
-Monitor and supervise the preparation, review and approval of engineering, fabrication, testing and installation and certification deliverables
-Handover management (SH allocation authority) by controlling and issuing, deletion and general control of the unique system handover numbers (SH1’s).
-Maintaining master system limits (PID, SLD)
-Monitor and supervise the preparation, review and approval of engineering, fabrication, testing and installation, and certification deliverables
-Creation and management of GOC database
-Control/follow up and reporting on Punch List status
-Monitoring the production of site red-line/green-line marked up drawings
-Maintain the master register of red-line/green-line marked up documents
-Conduct audit and produce certification status reports for management team
-Provide technical GOC trainings/awareness sessions to the contractors and the staff, when required
-Produce and maintain the GOC Packs and certification for local contractors that have no skilled GOC personnel or GOC exposure
-Manages the Project Quality Program with relation to Company specifications that relate to the delivery and quality of the projects
-Ensure that the Project Qualification System are compliant with all enforceable procedures as well as the latest systems applied in industry standards
-Administers project Quality Assurance plans consistent with Project contract requirements
-Overseeing of sub-contractors QA/QC inputs on Projects
-Plans, Schedules and oversees all Project Quality requirements, including performing of Project
-Quality Audits, including performing of Project Quality Audits, adherence to ITP interventions and monitoring of compliance to Project Quality Plan:
-Ensure that all regular inspections, interdisciplinary reviews and audits are performed in accordance with the approved Quality Assurance Management Plan:
-Function as the Quality lead to facilitate address, and resolve all quality related issues concerning design, construction, testing and commissioning:
-Advises the Project Manager/Construction and Commissioning Manager on any quality issues:
-Participates in Project review meetings, provides updates on status relating to QA/QC tasks and compliance with project quality requirements:
-Be familiar with and assist in maintaining the Project NCR an Corrective action registers:
-Supervision and monitoring of the preparation of Project Mechanical Completion and System Handover packages on multi discipline:
-Verification and auditing of the certification process:
-Handover management (SH allocation authority) by controlling and issuing, deletion and general control of the unique system handover numbers (SH1’s)
-Daily administration and maintenance of the GOC system to maintain a robust completions tool
-Ensuring adequacy of as-built drawing records and EQ’s are input to certification dossiers
-Ensure handover documentation is properly collected in accordance with GOC manual
-Provide a quantitative status report covering all areas of GOC to management as required
-Ensure that approved ITP distributed to all required personal based on weekly plan
-Ensure all required data’s (reports, photos, NCR’s, failure reports ect…) smoothly flow through Maximo system

Essential Skills / Qualifications:
Azerbaijan Citizenship.
Degree in Engineering
Minimum 10 years’ experience working in the fields if construction and maintenance for the oil and gas industry
Knowledge of oil & gas industry standards.
Fluency in P&ID documentation
Advance knowledge of GOC
Advanced knowledge of Company e-MOC structure
Advanced knowledge of Company Maximo & e-Warehouse databases
Fluency in Documentum system
Knowledge of Company Standard Numbering/Coordination/Handover Procedures
Ability to redline documents on a variety of systems from field surveys and reports from the field
Ability to train co-workers in proper engineering documentation standards and practices
Familiarity with documentation of the various disciplines, including Civil, Mechanical, Piping, Instrument, Electrical, Telecom etc.
Ability to work under pressure against tight deadlines whilst maintaining a high standard of consistency, accuracy and quality is essential
