An major Operator is looking for his/her Construction & Installation Lead Engineer for a project in France (French speaker)

Role Summary
Member of the Project Leadership Team, reporting to the Project General Mgr, responsible for the definition of fabrication, construction, installation and hookup scopes on the Project during FEED.
During execution, responsible for delivery of part to all fabrication, construction, installation and hook-up scopes. Responsible for the field work permitting

The Role:
Roles & Responsabilities

- Ensure all activities are carried out in accordance with Client Golden Rules, client's code of conduct and Major Projects common process expectations
- Provide leadership on HSSE issues to deliver HSE goals.
- Support project delivery and assurance in accordance with project philosophies, standards and specifications. Lead the work with Contractors on pre-fabrication, construction, installation and hook-up specifications and scoping. This shall cover the following elements:
. Pipeline and its associated equipment, including the landfall annex facility. It shall be noted that the pipeline includes a micro-tunnel crossing of a high-speed railway
. Dredging (about 1M m3)
. Jetty platform and its topsides equipment and utilities
. Site Depot’s modifications and construction works
- Responsible for the development and implementation of control of work (CoW) procedures linked to the construction and installation of the Aquarius facility in close coordination with the project HSSE advisor and the GDH site HSE team.
- Specify construction requirements for the Jetty project system and for works inside the GDH terminal
- Work closely with the discipline engineering team and the QA/QC mgr to ensure construction aspects are properly covered into the design and the EPCI documentations.
- Formulate during the FEED the logistics zones for prefabrication and the construction footprint of the project. Input as a key stakeholder into the Port occupancy agreement to be signed by the project. Engineer shall help the project pre-secure the possible sites agreement, and define ways to transpose the agreements to the EPCI future contractors
- Act as primary point of contact with the Port authorities for all matters related to work execution interfaces (access, planning, permitting, Simops, supply, manpower, handling, cranage, etc…).
- Act as primary point of contact with the SNCF (railway company) for all matters related to project’s microtunnel crossing of the railtracks and pipeline construction onshore along the rail
- For these external interfaces, he shall make best use of interface procedures developed already and suggest improvements particularly during EXECUTE
- Develop construction plan for the entire project and logistics plan in close coordination with the PSCM Lead(materials supply and particularly CPIs) . The construction eng. lead is responsible for defining the right preservation and handling means once materials are received
- Formulate electrical power and waters supply demands for the project (jetty platform) to the local utilities companies: ERDF, Veolia, Suez, or local municipality, etc… And follow-up the delivery of those supply contracts before project completion
- Develop construction and installation surveillance plan by COMPANY
- Attend HAZOP, HAZID, and PHSSER sessions and assist the follow-up of ensuring actions implemented in design through full closure.
- Define and undertake technical review of FEED Engineering and later EPCI Contractor ‘s design deliverables in this discipline area.
- Participate in technical bid reviews; providing input during procurement and testing of equipment. Particularly verification of all construction interfaces, etc….
- Follow-up during EXECUTE the safe execution of the logistics for construction and installation activities
- Develop construction naval spread assurance and verification before mobilisation in EXECUTE
- Engineer shall lead and develop construction risk studies and will be responsible for HIRA sessions organisations with EPCIs Contractor.
- Define construction arrangement of the future operational base (i.e. logistics base for operation personnel inside the Port). Oversee the selection of the operational naval spread in collaboration with the assigned operation engineer
- Assure EPCI contractors implementation of the Quality Management plans
- Provide guidance on appropriate designs and systems to prevent, control and mitigate risks.
- Provide assistance in the development of Project Reliability Assurance and Knowledge Plan.
- Participate in project reviews and ensure they are effective and address all appropriate construction, installation and design safety design.
- Provide the present discipline expertise for Management of Change (MoC).
- Provide relevant handover to Operation wrt O&M procedures

The position has currently no direct report, but it is anticipated that during EXECUTE the engineer will be supported by package engineers

Essential Skills / Qualifications:
French : Fluent
English : Fluent

Desirable Skills / Qualifications:
(15+ years) A minimum of a Bachelor's Degree in Engineering or a related field, or equivalent experience
Experience delivering leading HSSE performance.
Project experience in project delivery
Experience in Pipeline / Jetty construction is preferred.
Great autonomy, anticipation and communication skills are essential.
 Adaptability to work through the French and local construction practices and norms shall be demonstrated.
 Visibly demonstrate personal and company HSE commitment
