The Role:
GENERAL OVERVIEW:

Coordinates construction scheduling and communication. Acts as a liaison to Construction Supervisor(s) and Construction Superintendent(s)concerning field safety, project progress, or delays. May provide technical review of bids and submissions. Coordinates the installation of equipment and components in assigned field. Requires technical knowledge to assist installing contractors. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Typically requires 7 to 10 years of experience. Under general direction and minimal guidance, uses best practices and knowledge of internal or external business issues to improve products/services or processes. Typically resolves complex problems or problems where precedent may not exist. Works independently acting as a resource for colleagues with less experience. Leading HSE performance by communicating, fostering, supporting, and enforcing HSE policies, procedures, guidelines, requirements, and objectives. Promoting the use of HSE Leading Indicators, Proactive Measures and Predictive Indicators. Providing construction input into the implementation of “Safety Through Design” process.

POSITION SUMMARY:

The Construction Coordinator position is located on Kuparuk, and is a 2x2 rotational schedule. This worker will have an alternate with the same job title/duties. The position will provide oversight to other contractor’s work and safety requirements, and will have independent discretion with regards to the workload.

Day to day activities include, but are not limited to:

JOB DETAILS:

Direct Accountability:

• Perform jobsite walk-downs during jobsite visits.
• Participate in Contractor toolbox and weekly safety meetings when on site.
• Review Contractor Task Hazard Analysis {THA)/Job Safety Analysis (JSA)/Job Hazard Analysis during jobsite visits.
• Perform safe performance recognitions during jobsite visits.
• Input pro-active measures information into the CPAI PMT Participation database.
• Perform Behavior Based Safety observations.
• Coach/mentor the Contractor foremen and craft to comply with HSE policies, procedures, guidelines, and best practices to ensure best possible HSE performance.
• Understand and enforce adherence to all permit stipulations.

Construction Safety Assurance Plan (CSAP):

• Assist the Construction Supervisor in the complete implementation of all CPAI

Training:

• Ensure all compliance training is complete and up to date.
• Become a trained observer and support the CPAI Behavior Based Safety (BBS).

Execution:

• Oversee the Construction Contractor in the safe and efficient execution of the work (requires 90% of your time).
• Resolve CPO Readiness Checklist action items prior to mobilization, as assigned.
• Participate in the pre-job meeting.

Risk Management:

• Assist the Construction Supervisor in the implementation of identified risk mitigation/avoidance plans as assigned.

Interface Management:

• Assist in the coordination of Operations engagement during construction execution.

Materials:

• Coordinate the materials acceptance inspection when materials arrive at site.
• Resolve material procurement, logistics, expediting, and availability issues, as assigned.

Logistics:

• Resolve logistics issues, as assigned.

Quality Control / Quality Assurance:

• Report work that is not performed in accordance with CPAI criteria, specifications, and standards, or does not meet the client's expectations/needs.

Schedule:

• Verify the Contractor's physical progress submittals.
• Complete Project Completion System Job Cards for validation of physical progress.

Budget and Cost:

• Review cost estimates and provide input, as assigned.

Integrated Change Management:

• Communicate design, materials, constructability, productivity, implementation, etc. issues as they arise during construction.
• Assist in the effective implementation of the CPAI Change Management Standard and Procedures, as assigned.

Construction Completion, Pre-Commissioning, & Startup Support:

• Support the implementation of completion plans via the SAP Project Completion System (PCS) or other system.

Indirect Accountability - affects the decisions of others:

HSE:

• Provide weekly input to the Predictive Indicator tool.
• Contribute to weekly Contractor Safety Management, craft safety, and daily toolbox meetings.
• Participate in Safety standups/downs, as required.
• Participate in incident investigations associated with assigned projects, as required.
• Participate in safety assessments.
• Monitor and report Contractor work crew’s compliance with JSA/JHA requirements.

Construction Safety Assurance Plan (CSAP):

• Participate in the review and update of CSAP, as required.

Training:

• Coordinate any Contractor(s) special training requirements (Incident Free Culture, CPO IFC, "Welcome to Kuparuk", etc.), as required.

Risk Management:

• Participate in the identification of risks to project success, and the development of mitigation/avoidance measures.

Interface Management:

• Participate in SIMOPS planning I execution.
• Comply with Operations Management of Change (MoC) procedures.
• Verify that Contractors have daily/shift safe work permits (i.e. Unit Work, Hot
Work, Opening and Blinding, Confined Space Entry, Lockout/Tag-Out, etc.) correctly issued.
• Comply with Operations Management of Change (MoC) procedures.
• Assist the Contractor to coordinate activities with other field-based CPAI groups and their Contractors (e.g. Well Services, Drilling, Field Services, Camp Services
etc.).

Quality Control / Quality Assurance:

• Assist in engaging the appropriate resources to resolve Non-Conformance
Reports (NCR).
• Assist the Contractor in resolution of NCR's.
• Assist the Contractor in understanding the drawing, specifications, and standards.

Construction Completion, Pre-Commissioning, & Startup Support:

• Participate in pre-commissioning, commissioning, and turnover activities.
• Participate in Project Completion walk downs for the identification of incomplete work.
• Participate in the Contractor's development of Punch lists (Pl) to ensure all items are captured.

Closeout/Lessons Learned:

• Participate in Project Lessons Learned review session(s) as required.

Required skills:

1. 5+ years in industrial construction (Oil & Gas)
2. Familiarity with systems and turnover of systems from construction to operations
3. Ability to read engineering drawings – P&ID’s, 1-line diagrams, isometrics, etc.
4. Computer skills – MS Excel
5. Self-starter
6. Good Communications skills
7. 5+ Years’ experience supervising crews
