A global Oil & Gas operator with extensive operations in the Caspian Region.

The Role:
POSITION TITLE: Construction Engineer (Deputy Lead) Brownfield
DELIVERY TEAM / FUNCTION: Onshore Facilities
WORK LOCATION: Baku, Azerbaijan
WORK SCHEDULE: 6x2 Rotation

KEY ROLE

• Assist the Lead in control of all construction works / activities within Brownfield area.
• Oversee the management of the terminal construction works through the contractor in the brownfield area
• Guide/advise and direct construction works and Construction Engineers
• Provide discipline specific support and construction input to P3
• Liaise with operations in existing facility on all project construction related activities
• Drive contractor performance, with detailed planning sessions
• Problem solve with Operations to maintain steady progress
• Assist Construction Lead in managing day to day scope
• Assist planning to develop the schedule further, foresee problem area’s and devise workable solutions.
• Previous Brownfield knowledge essential
• Previous liaison with an operations team
• Previous contractor management experience
• Hands on Construction experience
• Previous Client roles
• Evidence of strong Safety leadership
• The ability to motivate and guide others to achieving a project goal
• Self-starter, focussed individual with an eye for detail

EXPERIENCE
• Track record of experience gained in similar oil and gas / petrochemical / power generation related international projects, in a similar role leading to development of the following skill sets:
a) Leading teams of construction personnel in a professional manner through all of the main aspects of a project (planning, organisation, motivational, control systems), preferably in a brownfield environment
b) Coordinate planning activities on a daily / weekly basis and linking into schedule
c) Organising resources into work groups suitable to oversee the timely completion of the construction activities.
d) Coordinating resolution of technical issues at site level and liaising with engineering
e) Employing motivational techniques to enhance performance from employees under your control
f) Process and operational experience within projects

RESPONSIBILITIES & OBJECTIVES:

• Promoting project safety objectives.
• Visible Safety leadership.
• Participate in the Onshore Risk Management Process.
• Participate in task risk assessment meetings.
• Assist in leading the construction team in all aspects of the construction scope, including HSE, Quality, schedule and cost related issues in the brownfield area.
• Ensure the construction effort is being applied in accordance with Project schedule, budgets and all Company OMS requirements in the brownfield area.
• Monitor contractor performance and highlight any concerns to Construction Team lead.
• Provide link to operations for all brownfield related activities
• Provide engineering assistance to the construction contractor for resolution of issues, (engineering, schedule, quality)
• Review and approval of procedures as necessary.
• Expediting site query response from KBR & contractor and motivate team to execute their
actions in a timely manner
• Witnessing and approving site acceptance tests, and promote quality build approach.
• Review and acceptance of contractor procedures for fabrication, assembly and erection of the Terminal facilities
• Attending / holding project meetings as required.
• Compilation of reports as required.
• Encourage development of Azeri National personnel
• Provide advice, coaching and training Azeri National personnel
• Assist the commissioning team
• Mentor and assist in training of junior staff as required

Essential Skills / Qualifications:
TECHNICAL QUALIFICATIONS

• Minimum: HNC / HND
• Desired: Degree in engineering plus Registered chartered engineer

BASIC SKILLS
• Understanding of current safety legislation (BS / EN / OSHA).
• Keen awareness of management of behavioural based site safety programmes
• Understanding of all construction engineering disciplines, particularly in the onshore Oil and Gas related fields.
• Understand how to read relevant engineering drawings , specifications, codes
• Ability to understand logic linked schedules (P3 / P6 or similar).
• Ability to communicate effectively with contractor’s/line managers/ and supervision in English language (oral and written).
• Knowledge and understanding of management operating systems
• Good IT skills, (understanding of MS office, etc)
