The Company:
A major, international oil and gas company

The Role:
The Construction Engineer is accountable to the Central Processing Facilities (CPF) Site Manager and will be responsible for the following functions:

Based at the engineering offices in Sharjah, for the construction engineering of the EPC Contractor during the design and procurement phase.

• Primary link between site & company engineering activities.
• Responsible for the management and effective close-out of STQs & NCRs and co-ordinating with the offsite engineering team
• Oversight & assurance of the EPC Contractors site technical change processes.
• Organisation and management of HAZCONs.
• Review and approval of selected method statements for major activities.
• Maintain the risk register and update mitigations regularly ensuring adequate risk mitigation or contingency plans are in place.
• Ensure all construction engineering activities are achieved within schedule and comply with HSSE and Quality requirements.
• Set and monitor progress against KPIs and intervene in a timely manner when corrective action is required.
• Contribute to the Project Execution Plan.
• Updating of the Construction Execution Plan.
• To co-ordinate with the Quality group including the timely close out of STQ, NCRs etc
• Lead in constructability studies by the EPC Contractor and ownership of the constructability log
• Participate in regular Construction/Engineering Interface meetings and participate in the resolution of design and engineering issues as they arise.
• Review construction dossiers and performance manage delivery.
• Ensure that site design and Quality Verification information/document control is current and ensure that all responsibilities with regard to document standards and regulations are delivered.
• Monitor construction handover to commissioning.
• Monitor site need dates, delivery arrangements and storage requirements.
• Oversee and audit all preservation activities.
• Review contractor's progress reporting and provide standard project reports to site leadership.
• Monitor contract amendments and evaluate the need for and impact of changes.
• Ensure alignment to pre-established information management system, and quality of project deliverables to commissioning/archive.
• Provide input to post project reviews and close-out meetings.
• Provide data to update FEL Reports and benchmarks for cost, schedule & operational performance.
• Lead Interface activities with GWES, GWO & GOO.
• Monitor offsite Fabrication schedules are in line with construction plans.
• Monitor long lead and bulk material deliveries are in line with construction plans.
• Overview of contractor mechanical completion system and ensure it aligns with company mechanical completions system.
• Ensure the IVB is effectively managed to completion in a timely manner.

Essential Skills / Qualifications:
• Experience of large oil and gas projects, preferably LNG plants or gas processing plants

Desirable Skills / Qualifications:
• Degree qualification preferred, will give consideration to HNC depending on experience.
