The Company:
Our client is a leading global oil and gas operating company.

The Role:
The Electrical / Instrumentation Construction Engineer will be responsible for the management of construction contractors performing work during the Execute Stage of projects. Projects may range in size from minor modifications and replacement of existing equipment and infrastructure, to installation of new cross-field pipelines, and new production facilities. Many of the projects will involve additions and upgrades within the existing facilities, i.e. ‘brownfield’ type work. The successful candidate will be North Slope based in Prudhoe Bay and will report to the Developments Construction Manager. The position is rotational with an alternate, typically consisting of a two or three week work shift followed by corresponding time off.


Roles & Responsibilities:

The Construction Engineer’s role and responsibilities are as follows:

Health, Safety, & Environmental:
• Ensure that HSE considerations are consistently treated as high priority throughout engineering, construction, and turnover.
• Act as a leader and role model to promote a robust health, safety, and environmental culture in the project community.
• Maintain compliance with the project safety assurance plan to ensure that work is accomplished in an environmentally sound manner using safe work practices, following Company HSSE policies and procedures.
• Participate in the Construction Risk Assessment process (CRA) prior to contractor mobilization, and conduct Safety Observation and Conversations (SOCs) at the job sites to help achieve a zero-incident safety culture.
• Provide support and input to contractor risk assessments and mitigation plans supporting the use of tools such as a Job Hazards Analysis and daily Task Hazard Assessments.
• Coordinate and lead the “Authorization to Proceed” (ATP) process for Company approval of construction contractors to perform work.
• Support contractor to identify, coordinate, and mitigate risks associated with Simultaneous Operations (SIMOPs).
• Respond to safety incidents following proper incident notification process, participate in investigations, and complete action items as required to prevent reoccurrence.



Technical:
• Develop Construction Execution Plans during engineering for each assigned project.
• Facilitate and document Constructability Reviews with Engineering and Operations to optimize construction and help prevent field rework.
• Support off site Company Project Engineers in the Capital Value Process (CVP) through the Appraise, Select, Define and Execute engineering stages of projects.
• Provide review of construction cost estimates with respect to scope accuracy and level of effort, and monitor actual costs against the approved budget.
• Provide input into the scheduling of projects to meet project milestones and maintain construction resources to acceptable levels.
• Monitor progress of field activities to ensure scheduling milestones and critical path are understood and committed dates are being met.
• Review contractor work performance and drive a focus on quality of work and a strong safety culture.
• Ensure contractors follow applicable construction procedures.
• Ensure good co-operation between the project organization, contractors, and Operations.
• Coordinate with Operations and Project Engineer to ensure that proposed construction and work methods are clearly understood and accepted.
• Review contractor Lift Plans, Tie-In / Cutover Plans, etc. and monitor work in progress to ensure compliance with the approved plans endorsed by Company Technical Authority and/or Engineering.
• Coordinate between the construction contractor and the Company Project Engineer to resolve field discrepancies in design packages and address material delays.
• Ensure equipment and manpower resources are being used efficiently.
• Network with various Company departments and Project Engineer to ensure all appropriate permits and regulations are followed.
• Proactively anticipate and resolve problems encountered in the field to prevent costly rework or re-testing.
• Ensure all Process Safety management (PSM) and Management of Change (MOC) requirements regarding field design modifications and scope changes are met by forwarding appropriate documentation to the Project Engineer for processing.
• Coordinate vendor representative schedules for on-site support during construction.
• Ensure work is performed per the engineering work packages, specifications, and execution plans via coordination with the Quality Assurance (QA) and Functional Check-Out (FCO) groups.
• Work with contractor and Operations to minimize interruptions/impacts to operation and production during installation and construction activities.
• Support the Commissioning and Start-Up teams in the definition of the turnover systems for use in Mechanical Completion and System Handover according to Guidance on Certification (GOC) requirements.
• Coordinate project turnover activities from construction to commissioning via interface with the Commissioning Coordinator and Quality Assurance.
• Responsible for the planning and execution of the construction through Mechanical Completion and hand over to Commissioning, and post hand over completion of Incomplete Work List (IWL) items including start-up support as required.
• Work with contractor and PSCM Material Coordinator to purchase material shorts.
• Review and approve contractor time sheets when applicable by contract.
• Perform weekly walk downs with PSCM to verify contractor progress for invoicing.
• Participate in a post project appraisal review (lessons learned) and ensure proper demobilization of contractor for contract close-out.

Essential Skills / Qualifications:
• Minimum of 10 years of construction experience for electrical / instrumentation discipline, including minimum 5 years of project installations
• Experience in the interpretation and application of National Electrical Code
• Demonstrated experience delivering projects in an operating plant or other ‘brownfield’ environment with a focus on minimizing disruption of ongoing operations
• Track record for HSE leadership and delivery
• Knowledge and experience in project/activity scheduling, and interpreting cost reports for cost control tracking and intervention
• Experience with quality and engineering documentation requirements necessary for turnover of completed installations
