The Role:
•This position assists the Construction Manager to ensure projects are delivered on time and to budget.
•The position leads in close co-operation with the respective Project Engineer for the execution of projects from construction, contractor mobilisation till hand-over to operation. This includes managing all construction work, HSSE Management, Cost/Scope Management, Schedule Management, and Quality Management.
•Ensures the construction interfaces and coordination are managed efficiently, facilitating the swift resolution of any technical queries at site.
•Ensures that all Permit to Work requirements are followed.
•Reviews Construction Work Packages and ensures construction work is carried out in accordance to the issued scope of work while adhering to the agreed safety plan, quality plan and schedule.
•Monitors and documents construction progress.
•Audits contractor ITP (Inspection Test Plans).
•Controls field changes as per the Management of Change procedures.
•Co-ordinates final walk down for construction jobs with Project Engineer and Operations / Maintenance prior to turnover.
•Manages the punch-list items.
•Is responsible for coordinating simultaneous Operations and construction work on a jobsite.
•Delivers progress reports, KPI status overview, NCR overview etc.
•Full accountability for delivering assigned projects from execution to hand-over to operations.
•Ensures projects are executed in compliance with HSSE standards.
•Ensures projects are executed in accordance with Opportunity Realisation Manual and project management standards and procedures.
•Ensures plant safety, integrity and reliability through implementation of relevant engineering standards, including application of DEM1 and DEM2 standards.
•Participates in constructability reviews.
•Participates in HEMP studies for planned or ongoing construction activities.
•Promotes and drives a safe working culture.
•Ensures that all Permit to Work requirements are followed.
•Develops Project Execution Strategies and Plans, including development of effective shutdown execution strategies for the assigned projects.
•Manages the construction contractors executing the projects, and act as the prime focal point for these contractors for the assigned projects.
•Prepares scope packages for the construction contractors.
•Assists in the tender evaluations, in co-operation with the projects team.
•Establishes and maintains good and effective communication with all project stakeholders, including project engineers, discipline engineers, HSSE staff, operations staff, process technologists, procurement team, and 3rd party execution contractors.
•Adheres to Management of Change procedures and plans to ensure engineering integrity.
•Manages resources for changing priorities relative to his work area.
•Ensures the development and implementation of Quality Control & Quality Assurance to cover the implementation and commissioning phases of projects.
•Plans and co-ordinates vendor visits.
•Ensures that project engineering documentation and records are kept up-to-date.
•Ensures the engineering systems and data bases (including but not limited to SAP /Crystal) are fully utilised to maintain or improve the integrity and reliability of the complex.
•Develops and implements effective progress reporting, budget control KPI status overview, NCR overview.
•Manages hand over of the project to the asset operations team.
•Contributes to the development and continuous improvement of ways of working, tools, and procedures for the project construction team.

Essential Skills / Qualifications:
•University degree in Engineering or equivalent.
•Broad construction experience gained working on project activities or site maintenance activities.
•Track record of delivery against HSSE and performance goals.
•Minimum 10 yrs project construction experience.
•Preferably can demonstrate knowledge of specifications and standards.
•Candidates who have worked in Oil and Gas Plant Hazardous Areas during Construction/maintenance will only be considered.
•Demonstrate an extensive understanding of HSSE management systems. Continually shows safety leadership on the work site.
•Strong communication and organizational skills.
•Demonstrate a good understanding environmental regulations and requirements.
•Ability to influence and drive contractor to improve safety, quality, and production.
•Ability to effectively engage with key stakeholders.
•Demonstrates knowledge of Quality Surveillance.
•Candidates should be certified for Offshore work /travel requirement.
