The Company:
Our client, a major owner/operating company.

The Role:
Responsible and accountable for management of HSE on the project. Field embedded HSE personnel report directly to site managers and have functional reporting relationship to the HSE Manager Construction. Reports to the project Onshore Construction Manager and advises HSES Manager regarding site HSE matters and liase with project partner companies and EPC contractors to support implementation of best safety practices in accordance with applicable UAE statutes and international standards (e.g., ADNOC Codes of Practice), project HSE policies & procedures, and section HSES policies & procedures during all phases of the Project.

Dimensions: No. of Subordinates: 5 functional reports

Principal Accountabilities:
1. Ensure that best safety practices are effectively implemented at Project sites in accordance with applicable UAE statutes and international standards (e.g., ADNOC Codes of Practice), project HSE policies & procedures, and project HSES policies and procedures during all phases of the Project.
2. Responsible and accountable to design, establish, implement and manage an integrated HSES Program for Sites.
3. Liaise closely with contractor company site HSE managers in order to ensure alignment with the overall direction and priorities of the HSES programs.
4. Responsible to monitor HSE performance, identify issues, develop new initiatives and drive overall HSES outcome at sites.
5. Facilitate and support implementation of the SST Program at all levels.
6. Ensure that adequate site HSE personnel and resources are available at Project sites at all times.
7. Interface / interact with the EPC Contractor HSE Teams to identify opportunities for continuous improvement.
8. Responsible to capture lessons learned and best practices and disseminate to site teams across all Islands.
9. Responsible for documenting learnings from incidents onto project Safety Alert template and issuing to all project personnel to ensure lessons learned from incidents are shared.
10. Coordinate and participate in site HSE plan audits of project contractors.
11. Ensure systematic implementation for prompt incident notification, reporting, investigation and tracking of corrective actions by line management.

Vice President of Project, Project Management Team (Company & PMC), Project Construction Manager, Project HSES Manager and HSES Department personnel, Project Corporate HSE, Island Managers, Site HSE Engineer Lead (Islands), EPC1 HSE Lead, EPC2 HSE Lead, contractor site

Independence of Operations and Decision-making Authority:
Requires endorsement of project Construction Manager and alignment with the project HSE Manager for major HSE program strategies, initiatives, organization chart / staffing changes, international travel and/or significant expenditures. Requires an individual with exceptional leadership qualities, HSES background in similar role on a major project, vision for safety, expert in initiative management and building alignment with island based teams.
Self-starter and independent in routine activities.

Physical Effort:
Regular office based work with frequent visits to Project sites.

Work Environment:
Typically normal air-conditioned environment, but also required to work outside on the Islands as needed to monitor / verify site safety performance.

Minimum Requirements:
• B.S. in Engineering or HSE equivalency or Trade Qualification and/or acceptable industry experience / knowledge
• 20 years of total work experience.
• 10 years Oil & Gas industry experience.
• 10 years HSE experience.
• 5 years managerial or supervisory experience required.
• English language proficiency. Excellent writing, presentational and people skills.
