The Role:
For this role it is essential to speak German at near-native level, since the location is Hamburg in Germany.
Provide the project HSSE Management with focus on leading planning for and execution of construction, contractors, turnaround integration and Pre-commissioning activities for project to enable Goal Zero performance.

Duties will include but not be limited to:
- Support the Project Manager and Construction Manager to deliver safe project execution
- Drive a culture of Goal Zero performance through all aspects of project delivery.
- Responsible for maintaining the overall delivery of the Projects HSSE & SP Activities Plan and coordinating associated (specialist e.g Technical/Process Safety) resourcing, activities, deliverables
- Maintain effective working relationships with the refinery HSE organization, PTP Project HSE, project managers/engineers and construction HSE managers & specialists across a multi site, multidisciplinary project team to ensure that all HSE aspects are covered and HSE accountability is effectively discharged.
- Member of the project Leadership Team
- Identify, assess and assure opportunities, and apply lessons learned to reduce risks during construction/pre-commissioning work to ALARP
-Assess risks of worksites/operations to determine resourcing required, both quantity and competency, to control high risk activities such as construction and to support implementation of HSE MS and PTP Construction Site Standardisation.
- Secure HSE resourcing as determined by assessment (e.g. (sub) contractor HSE Managers, Site Safety Coaches, etc.).
-Assist and influence contractors to implement the HSSE Management Plans including Construction Site Standardization, behavioual HSSE etc.
- Lead implementation of the HSSE leadership and behaviour program within the project team and assist the contractors in implementation of their program
-Coordinate Project team and Contractors in the management of incidents including reporting, investigation, management reviews, lessons learned, etc.
- Lead HSSE Contractor management including greenbanding, development of HSSE contract terms and conditions and support contractor owner and holders in there roles pre and post contract award
-Coordinate HSE peer assist and assurance activities, periodically reviews and implement performance improvements.
-Collaborate with counterparts in PTPHSE and other projects to standardise and share best practices across locations and regions.
- Liaise with internal and external stakeholders

Management assurance of a small team of HSSE professionals (from EPCM & (sub)contractors), and influence the wider project team.
Responsible for HSE management of the project with focus on construction, Turnaround and handover to operations.

Supporting construction/TA projects while driving consistency, standardization, and efficiency.
Influence of both design teams, construction and operations planning teams simultaneously.
Influence of contractor(s) with potentially less mature HSSE management systems
Implementation site standardization and improvement programs with contractors who have their own systems and multiple clients
Complex working environment; management of change, 3rd party influences.
Multiligual abilities with minimum German and English.
Travel will be required in this job (10-15%) of your time hence demonstrate ability to manage this in terms of work-life balance is a pre-requisite for this function.

Essential Skills / Qualifications:
Role model, able to stand ground and confidence, courage to intervene including senior leadership.
10+ years of construction site safety supervision/management preferably in Downstream. Turnaround operational experience would be an advantage.
Demonstrated skills in establishing Site HSE MS for construction sites.
Record of successful HSSE contractor management.
Demonstrated ability to manage small teams of staff and contractors.
Good communicator, demonstrated ability to use influence others without authority to implement change (e.g. fabrication contractors).
Experience with HEMP (risk management) processes to reduce risk exposure for Construction/(Pre) Commissioning.
Strategic thinker with good judgment, able to identify and address novel problems.
The role may also suit a Projects, Engineering (e.g. process engineering) or Operations/Production professional with significant HSSE/SP related experience and passion looking for a broadening assignment.
