The Role:
The Construction Manager reports functionally to the Delivery Manager in P&T, however, he will be employed on construction activities in Jordan. His more intimate project reporting relationship will be to the Project Manager). . The Construction Manager is responsible to provide Construction Managing expertise and advice during , contract preparation, design, construction and commissioning phases of the project. He will be involved with the project at various stages of the ORP. He will participate in detailed design and fabrication of most of the containerized/modularized facilities, Development of construction philosophies/strategies and contract preparation, Project Execution Plans are needed at a later stage. Finally the Construction Manager will be involved with hands on construction activities for the project in the post FID implementation phase in Jordan. In the initial phase (say 7 months) the Construction Manager will work from Rijswijk P&T offices with travel as required to Houston and Jordan. In the latter phase of the works he will be required to relocate to Jordan to supervise the works on location (say maximum 14 months).

Position description - Accountabilities
The Construction Manager is responsible for:
• Ensuring that constructability aspects are properly taken into account in the design and project planning for the project.
• Ensuring that opportunity development plans and Project Execution Plans are written such that construction risks can be minimised during construction.
• Carrying out Constructability reviews.
• Reviewing and optimising construction and installation plans and help developing the project schedule.
• Providing effective leadership and construction management when assigned at site, always working to ensure the project is delivered on time and on budget with the highest quality and HSSE standards.
• Participating in construction contractor prequalification, contract preparation, tender evaluation and recommendation to award the construction (installation and hook up) contract.
• Managing one or more Construction contracts and to lead the Construction site team, including any third party services staff, if any, when assigned to site.
• Overseeing the alignment and coordination of construction activities and managing construction interfaces.

Position description – Detailed Roles & Responsibilities
Project Management
• Carry out construction engineering design and review of the new facilities.
• Manage Construction Capex project.
• Input construction engineering in all submissions that require governmental approval.
• Review construction tender documents and evaluate contractors bids.
• Administer construction contracts to meet project deliverables.
• Monitor contractor progress to ensure safe project execution, within cost and on schedule.
• Coordinate with professional engineers to carry out project site inspections by government agencies.
• Review and advice on project variations arising from site change orders.
• Participate in project commissioning and start up to ensure the successful completion of project.
• Resolve conflicts and different functional needs across the organization to meet project deliverables.
• Plan, organize and coordinate the activities of multidiscipline owner and contractor construction teams during detailed design efforts, particularly related to constructability, fabrication, construction/installation and commissioning/start up. May involve single or multiple contracts.
Safety Management
• Responsible for Incident and Injury Free safe work coordination during installation and hook up. Interface with Procurement and Suppliers on deployment of Safety Culture and ensuring Company requirements are met.
• Carry out post mobilisation audit of contractor(s) to determine safe and fitness to start the work.
• Develop and implement safety programs to ensure the safety of all construction workers at the site.
• Input into the award of construction contracts taking into considerations the safety, health and environment requirements such that the lowest dollar bid will not be the sole selection criteria.
• Participate in the selection of construction contractors and vendors by evaluating their past safety performance and attitudes, present programs and practices to achieve safety excellence.
• Monitor the contractor activities to ensure appropriate measures are established to achieve safety performance such as
o Formal safety programme is in place.
o Adequate site supervision.
o Conducting of safety audits.
o Requirements of the contractor to promptly conduct full investigations of safety incidents.
• Participate in behavioral based safety program to identify and address safety issues.
• Ensure Job Safety Analyses are carried out for all critical construction jobs.
• Carry out field audits to ensure contractors comply to the project safety requirements in construction work.
• Hold frequent meetings with contractors to reinforce plant safety expectations and requirements and review safety issues during planning and execution of project work.
• Participate in incident investigations.

People Resources (Organizational Capability)
• Supervise the site construction and inspection teams.
• Mentor national employees and develop plans for training.
• Develop and manage ownership of construction -related portions of project execution plans focused on providing an optimally designed, safe and easily maintainable facility.
• Provide leadership to direct reports by defining work expectations, measuring and evaluating performance and rewarding superior achievement.

Capital budget (Cost Reduction & Capital Stewardship)
• Responsible for managing the construction budget.
• Develop cost estimates for capital and expense project work for the project
• Carry out project reviews with PM.
• Monitor project expenses and analyze variance between actual and allocated budget.
• Develop forecast for construction capital spending.
• Develop contracting tactics to optimize construction costs.

Position description - Dimensions
The Construction Manager will be working on the facilities with a project value of US40 million but in a new technology and experimental environment. He will be assisted by a mechanical construction supervisor and a E&I construction supervisor, both on a month on/off basis.

Position description - Special Challenges

Currently P&T is strengthening and expanding its capabilities and skills pool in Construction Engineering as one of the key enablers for Major Project Delivery. The end objective is to develop a core capability in Construction Engineering to support delivery of major projects in Shell E&P. The Construction Manager will be required to help improving the Construction related management systems, tools, procedures and work practices that will be shared and applied around the world, based on lessons learnt from the project.

Essential Skills / Qualifications:
As well as a bachelor’s degree in Engineering, 15 years’ relevant industry experience is expected, including at least 10 years’ hands-on construction management experience. Onshore Middle East construction experience would be beneficial

Strong grounding in a broad spectrum of disciplines together with specific skills in Engineering, Construction and Contract or Commercial management.

Skilled in dealing with contractors, confident working and managing in a multi-cultural environment, and adept at building and motivating a project team with members in different locations worldwide.
