The Company:
Our client a global Oil & Gas operator are looking to recruit a Construction Manager for a Joint Venture base in Hassi Messaoud, Algeria.
The Construction Manager will work an equal time 28/28 day rotation

The Role:
Manage the companies construction team at site to provide oversight and direction of the EPC contractor.
In addition the position has execution responsibility for a number of support activities including shipment/transport of materials and equipment in Algerian. Movement of equipment and materials around the existing processing facilities, management of heavy lifts and management of the companies accommodation camp and support utilities.
Total numbers at site and housed in the companies accommodation camp is not expected to exceed 700 people.
In addition to the green field construction there will be brown field modifications inside the existing Processing Facility which will come under the direction and management of the Companies Construction Manager.

Responsibilities and Duties:

Champion and lead a project Incident and Injury Free Safety Culture for all onsite and
offsite based construction and fabrication activities. This includes all project safety and
security procedures. Particularly promote and lead the project Land Transport
Management System (LMTS).
In conjunction with the EPC contractor develop and maintain a sustainable safety culture
on the project so that safety is a natural part of all work performed.
Build and manage the Companies site construction team so to provide seamless
management between EPC Contractor and existing site processing facilities.
Provide direction and support to the EPC Contractors Construction activities.
Ensure EPC Contractor performs construction work in accordance with Companies HSSE
and quality requirements.
Participate in all risk reviews and develop mitigation plans for all major areas of risk.
Ensure that procedures and processes are in place to both identify and mitigate risks
posed to the workforce during new build construction works and SIMOPs work inside the
existing area.
Lead all project construction integrated functions and over see all on site construction
management, supervision and companies inspection including subcontracts and off site
Direct and ensure the overall EPC construction plan does not adversely impact the day to
day operations of the existing process plant.

Project Execution.

To study and assess and be fully conversant with the drawings, specifications and
procedures relevant to the construction of the facilities.
Lead all companies integrated functions at site and oversee all on site management,
supervision and coordination of EPC contractors work including sub contractors.
Ensure that all field construction is executed in an integrated way in accordance with the
project specifications, schedules, cost estimates, procedures, quality requirements and
safety standards.
Control the project integrated construction schedule by management of the EPC
Contractor and his resources, including manpower, materials, tools and equipment.
Continuously review proposed manpower levels and craft mix to ensure attainment of
critical schedule milestones.
Assure the effective and efficient management of the construction change control process
both for the Companies and the EPC contractor construction activities, such that changes
are correctly documented and approved prior to the work being implanted.
Select and assemble the right construction team members for construction execution.
Manage individuals on site and address any individual gaps of team members effectively.

Oversee, manage and ensure construction activities are fully aligned with pre commissioning and commissioning requirements by careful and systematic mechanical completion of sub systems and systems.
To ensure that all Companies systems of Quality Assurance are adhered to and assist the project Quality Assurance function in the completion of site system test sheets and the test dossier.
Manage manpower and resources at the site accommodation camp and ensure that security and HSSE policies associated with the camp and medical facilities are administered effectively and efficiently.
Ensure the EPC contractor has in place appropriate materials storage facilities and oversee and manage materials and equipment storage/preservation in accordance with OEM recommendations. Ensure EPC contractor operates and manages a smart materials management system at site.
Work with the EPC contractor to establish a materials, equipment logistics system, site transport/ movement of personnel in accordance with the LTMS.


Comply with JV HSSE rules and champion these with EPC contractor opposite number.
Posses a strong commitment to HSSE values and demonstrates such by establishing a credible inspection capability with in the project environment.
Promote a high standard of HSSE behaviour with in the Field Inspection team and EPC Contractor organisation.

Essential Skills / Qualifications:
Minimum 15 years onshore experience as Construction Manager within Oil and Gas sector.
.. Minimum 10 overseas experience, 5 of which should be in remote desert location working with a multi national work force essential.
.. Previous Brown Field modifications experience including SIMOP’s essential.
.. In addition to Companies specifications, comprehensive knowledge of Industry and International standards ASME, ANSI, BS etc for construction based activities essential.
.. Previous EPC experience representing the client essential.
.. Excellent communication and leadership skills.
.. Excellent pc skills.
.. Open-minded and good team-player.

Desirable Skills / Qualifications:
Degree qualified or equivalent in an Engineering related discipline. Extensive industry experience in a similar position would also be considered.
Valid UKOA Plus (or equivalent) medical certification.
Fluent English speaker, French advantageous.
