The Role:
The construction manager is responsible for managing and coordinating the qualified pool of construction managers across projects to ensure a unified and organized allocation of resources and a coordinated plan and schedule is developed to safely execute all Project Director (PD) construction and fabrication activity. The construction manager is accountable for maintaining construction best practices, discipline, and standards across projects and to correct any performance issues across the teams. The construction manager is also expected to drive development of construction best practices to continually improve the quality and reliability of construction execution during define / execute stage both in physical results and schedule adherence. The construction manager also provides construction input to project definition in the early stages. RESPONSIBILITIES: - Provide constructability input during front-end engineering to ensure safe, efficient designs with minimum impact on operations and to ensure realistic fabrication and installation schedules; - Assist in the identification, selection and contracting of all resources required for the execution and management of construction activities; - Establish rigorous processes for execution, monitoring and reporting of all work against established safety, cost, schedule and performance measures; - Identify key risks to delivery and ensure adequate risk mitigation or contingency plans are in place; - Lead all construction and support commissioning activities, including handover to operations; APPRAISE STAGE: - By risk management lead to provide inputs for construction risk response planning; - By project development manager to provide inputs for performance targets (construction duration, cost estimate, etc.). SELECT STAGE - SMALL PROJECTS: - Provide construction input to the project lead during design; - By project lead to endorse the single option selected; - By project lead to provide input into the construction delivery risks associated with the project; - By project manager to endorse procurement and contracting strategy; - By project lead to endorse project execution plan; - By project lead to provide input into the commissioning and Start-up (S / U) plan; - By project lead to endorse procurement and contracting strategy; - By project lead to prepare Project Manager Actual Cost (PMAC) for construction in define stage; DEFINE STAGE – SMALL PROJECTS: - Participate in the selection of and provide construction contractor performance management; - Provide construction input into the site specific Project Execution Plan (PEP); - Execute the MoC process for any changes during construction; - By project lead to provide assistance as needed to execute Value Improving Practices (VIPs); - By project lead to provide input for GoC, commissioning, and Start-up; - By project lead to provide construction input into schedule requirements; - By project lead to prepare PMAC for execute stage; EXECUTE STAGE - SMALL PROJECTS: - Endorse the final plan, then execute against it, monitor and intervene as required; - Provide challenge to any changes once design freeze has been executed and force all changes to be captured through the MoC process; - Use project baseline for look ahead planning during construction and intervene as required; - Execute the MoC process for any changes during construction; - Execute the Ops MoC process for any changes during construction; - Monitor and intervene with fabrication and construction contractors to meet established; HSSE targets, project schedule, quality, and cost; - By PSCM for development of fabrication and construction contracts; - Provide selected contractors for fabrication and construction contracts to PSCM; - Review the PMAC report for construction activities per the agreed quantitative progress measurement plan and take necessary intervention as required; - Incorporate requirements of handover into construction activities and provide documentation to commissioning; - Ensure the proper construction QC has been executed according to the QA / QC plan; - Ensure construction contractor performance and relationship management is executed according to the plan established in the define stage; - Provide Guidance On Cerfitifaction (GOC) documentation to the project lead; - Implement Integrity Management (IM) and Control of Work (CoW); - Provide input to capture lessons learned and enter them into the knowledge management / empirical databases / shared learning system at the conclusion of each stage of execute activity; - Coordinate the demobilization and placement of construction staff on new assignments. SELECT STAGE - LARGE PROJECTS: - By project manager to endorse procurement and contracting strategy; - By project manager to provide input into GoC, commissioning and S / U plan; DEFINE STAGE - LARGE PROJECTS: - By project manager to provide input into GoC, commissioning, and Start-up; - By project manager to provide assistance as needed to execute Value Improving Practice (VIPs); - By project manager to provide interface support assistance with construction contractors EXECUTE STAGE - LARGE PROJECTS: - By project manager to intervene with fabrication and construction contractors to meet established HSSE targets, project schedule, quality, and cost, when required; - By project manager to ensure the proper construction Quality Control (QC) has been executed according to the Quality Assurance (QA) / QC plan, as required; - By project manager to ensure construction contractor performance and relationship management meets project requirements; - By project manager to provide input to capture lessons learned and enter them into the knowledge management / empirical databases / shared learning system at the conclusion of each stage of execute activity; - By project manager to assist and coordinate the demobilization and placement of construction staff on new assignments; DELIVERABLES: Hints: Deliverables are a useful way of contractually clarifying the agreed out put of the contract. Deliverables should be Specific, Measurable, Achievable, Relevant, Timely (SMART) outputs for example “ to create a project plan by an agreed date to be signed of by the program manager” or “to provide a weekly report to the team leader” . EXPERIENCE & KNOWLEDGE: To be considered for this role, applicants must have the following qualifications: - Bachelor's degree in Engineering or equivalent; - Extensive construction experience; - Experience supervising or managing major offshore construction projects - Experience with design-phase planning and construction; - Willingness and ability to travel offshore up to 25% of the time in order to fulfill the responsibilities of this job; - Demonstrate high ethical conduct in areas of procurement, contracts, evaluation of contractors and all other areas associated with procurement; - Legal authorization to work in the US; SKILLS/BEHAVIORS: In addition to the required qualifications, the successful applicant is likely to be able to demonstrate the following: - Experience with offshore modification work on operating platforms; - Experience with modification work on operating platforms / specific regions; - Experience with pipeline, subsea and facilities installation; - Experience in commissioning and startup of offshore production facilities; ANY OTHER RELEVANT INFORMATION: Bachelor's degree in Engineering or equivalent required. English Fluency required. Local candidates preferred. Intermediate level professional position requiring a Bachelor’s degree and 3-5 years exp unless otherwise noted
