The Role:
Position description - Purpose
Purpose Delivery of Project Key Performance Indicators (KPI) in terms of HSSE, Cost, Schedule & Quality and achieving top quartile delivery of projects in Lubricant Supply Chain Business.
To be part of the project execution team for managing the appointed Design Contractor, EPC Contractor(s) throughout the entire Project Implementation period from the Detail Design, Construction and Commissioning of a Lubricants Oil Blending Plant (LOBP) and Grease Manufacturing Plant (GMP) located in Singapore covering multi-discipline aspects of the project work at multiple-stages of the project, until full handover of the project to Operations.

Accountabilities
1) To manage the performance of the EPC Contractor & day-to-day construction activities at site inclusive but not limited to the following:
a) EPC Performance at site in terms of HSSE, Schedule, Cost & Quality in delivering the project, in accordance to the Projects KPIs and contract scope.
b) Ensure proper Site HSSE Plan & Programme are being implemented at site by the EPC contractors, vendors and sub-contractors
c) Ensure proper quality, constructability & logistics plans are being developed and implemented well by the EPC Contractor, vendors and sub-contractors
d) Site Change Management Process, which includes variation & changes to the contract, design, site HSSE procedures, schedule planning, resources, etc.
e) Approval of the Engineering & Design package and approval of Release for Construction drawings via Project Manager for incorporation into the installation specification by the EPC Contractor.
f) Ensure the appointed construction supervision team delivers the full scope of their responsibilities & comply with all specifications and the Construction Bureau’s Regulations.
g) Overall contract management of EPC, vendors and other contracts relating to the project.

2) Support & deputize the Project Manager on the execution of LOBP & GMP front end development & construction work at site as per plan. This includes development of Project Execution Plan, Construction Management Plan, Quality Management Plan, Logistic Planning etc.

3) Responsible to ensure HSSE targets are met in the execution of projects, inclusive of:
a. ensure the established Project HSSE Management Plan & Programme is fully deployed and being complied at all levels of the Project Implementation activities.
b. Implementation of key HSSE project activities i.e. Hazard & Operability (HAZOP) studies, Health Impact Assessment (HIA) studies, Human Factor Engineering (HFE) studies, Risk Assessment, Job Hazard Analysis (JHA), setting contractual HSSE KPIs, Unsafe Act Auditing (UAA), Permit To Work (PTW) and tool-box meetings.
c. Ensure consultants and contractors are competent in management of HSSE Standards for project execution.
d. Report of HSSE Incidents and involve in technical investigation with regards to accidents.

4) Provide technical support to Contracts & Procurement team in implementation on tendering & contracting process for all work packages on the LOBP & GMP. This includes ensuring clear & comprehensive Tender Documents being prepared, for accurate EPC Contract Tendering during construction works and minimizing variation& scope change orders.

5) Responsible to plan & lead the pre-commissioning processes to ensure the plant constructed is fully complied with the Project Specifications and Performance requirements, via proper Pre-Start-Up Safety Review (PSSR) and Statement of Fitness (SoF) process. To provide support to Operations during commissioning period.

6) Responsible for assessment of project requirements regarding statutory legislation and co-ordination of actions to ensure compliance with such legislation, and provide information for submission to Statutory Authorities. To ensure all necessary permits & licenses are in place prior to construction and all certificate of fitness via Qualified Personnel (QP) consultants & contractors for readiness towards commissioning & commercial operations.

7) Support the PM on overall responsibility for Marina Project Capital Expenditure (CAPEX) Management, inclusive of:
a. Review estimate of the capital cost (+/- 10%) & Project Programme done by consultants and contractors
b. Ensure budget is sanctioned via Project Finance focal for the approved projects to be executed.
c. Develop targets, plan, strategize and supervise to ensure CAPEX expenditure targets are met.
d. Monitor Project Latest Estimates from Consultants and Contractors and report to Project Manager on anticipated over or under expenditure.
e. Provide data to Project Finance focal on monthly Capex Progress (Project Planning & Financial Report)
f. Ensure any variations are conforming with the established Change Control Procedures.

8) Ensure audits and reviews are carried out throughout critical stages of projects to ensure the project intent in terms of project management, constructability, design, standards, quality & operability have been met, in accordance to the LSC-PMS to ensure top quartile delivery.

9) Support PM in Project closure activities such project close out reporting, asset registration, maintenance programme development, hand over documentations, account closing etc. It also includes assessment & providing training/related manuals for operations, maintenance and supervisory personnel as required.
