The Role:
Responsibilities for this position may include but are not limited to
• Ensure that all construction and the fabrication of all equipment and associated components to be fabricated at Contractors Fabrication Yard and various Sub-Contractors premises for all Company projects meet all technical and contract requirements.
• Primary responsibility is to Supervise and coordinate the implementation of a site specific QMS to monitor fit-up and welding during fabrication, receipt inspection, construction, assembly, and protection/preservation portions of the Work to ensure compliance with the Company technical requirements both offshore and onshore.
• Assure the required safety, quality and productivity for a given project is achieved in accordance with the Company GO-HES guidelines, specifications, international standards and project goals & KPI’s.
• Ensure all equipment and associated components are fabricated in accordance with Company SID requirements, approved design, procedures, standards and specifications; by monitoring and witnessing given activities, so that the projects are delivered successfully in HES, Quality and Schedule aspects at the most cost effective.
1) Safety
• Follow Company OE-HES Policies and ensure Contractor adhere to HES Plan as required by the contract.
• Promptly report Injuries, Incidents happened in the yard and liaise with HES Officer/Specialist.
• Proactively Lead and Participate in HES Activities especially IIF/BBS programs.
• Plan & conduct regular safety walk-around/audit at the job site, attend toolbox meetings, incident investigations, SSE training classes etc. and participate as appropriate.
• Ensure adherence to Company, Department and Project HES requirements.
• Report to Fabrication Manager any non-compliance to SID that may occur during fabrication.
2) Quality / Inspections
• Follow Company Quality Procedures and Specifications as required for the Projects.
• Attend bi-weekly QA/QC meeting and report/document any quality issues together with recommendations for both corrective action/s and preventative action/s.
• Evaluate Contractor’s proposed NDE contractors.
• Provide early warning signs of potential quality problems.
• Participate in periodic audits of the contractor’s QA/QC system.
• Ensure all records of quality issues are documented correctly and closed out in a timely manner.
• Plan and conduct annual quality walk-around/audit at the job site, subcontractor site etc.
• Liaise with Contractor Quality Department to improve quality process.
• Ensure Contractor QA/QC Team adheres to approved Quality Plan as required by contract.
• Sign and verify required documentation such as traceability and weld history sheets, Inspection verifications (as per ITP), review of NDT reports/graphs, Inspection Assignments, Punch-lists etc.
• Ensure that approved ITP's are complied with for all aspects of the work.
• Ensure adherence to Company and Project Quality Requirements.
• Verification of material certification and compliance.
• Regular infield checks of joint preparation, fit-ups, and cleanliness of material/component to be welded.
• Regular infield verification of Welding Procedure Specification application.
• Regular infield verification of Welders Qualification status and acceptability for weld being performed.
• Monitoring type of repairs being found, welder repair rates and repairs performed.
• Verify completeness of Weld history and traceability sheets compiled by contractors QC.
• Verify correctness of applied NDT procedure, NDT% and NDT acceptance criteria.
• Identify any incomplete items for punch listing.
• Address any findings immediately upon recognition, i.e. plate mismatch, dirt or grease surface to be welded, irregular cap profiles etc.
3) Productivity
• Ensure project schedule are maintained and achieved target completion date
• Ensure fabrication progress report (Baseline, Actual & Forecast) are accurate and provide concern/recommendation for problems in advance. Verify reported progress each week by spot check of scheduled activities, i.e., if 80% of piping spool reported complete, verify on project.
• Liaise with Company Construction, Engineering, and Asset Teams when assessing impact of Change(s).
• Monitor Contractor performance and collaborately work to improve productivity.
4) Management & Communication
• Provide leadership/expertise in for the overall project relative to QA/QC in order to resolve and prevent quality problems..
• Ensure effective communication both within Team and 3rd party inspectors, and offshore QA/QC team.
• Build integrated team relationship with BKK and offshore.
• Lead, Coach and Evaluate Inspectors to improve both technical and reporting skill.
• Liaise with Construction, Engineering and Asset teams to achieve Project Goals.
• Ensure Department and Project Goals are communicated and develop plan for QA/QC inspectors to support.
• Perform duties in accordance with the requirements of the Company Compliance Policies.
• Report and communicate to all parties any non-compliance to Company Policies.

Essential Skills / Qualifications:
Required Qualifications
• A university degree in engineering with a total of eight (8) years QA/QC experience or a high school diploma with ten (10) years experience in construction QA/QC. Additionally, three (3) years directly relating to field supervision of construction activities in the contract's scope of work e.g. oil, gas and/or petrochemical projects.
• AWS CWI, CSWIP SWI or approved equivalent certifications.
• Working knowledge of oil and gas quality practices and international codes (ISO 9001, API Spec Q1, and ISO 29001 and ISO 10006). In depth knowledge of applicable codes and standards (i.e. ASME, AISC, ASTM, API, AWS, NACE, NFPA, NEC, IEEE, ISA, etc.).
• Must be proficient at interpretation of all types of shop drawings relative to the work.
• Must be able to read, interpret and communicate (both written and verbally) detailed technical concepts in English.
• Must be proficient in common PC software (MS Word; MS Excel; Lotus Notes; etc)
