The Role:
Educational Background / Qualifications:

A University, or Technical institute, higher level of education in an engineering, or related industrial discipline is desirable.

• Must have a minimum of 10-12 years industrial experience in construction or construction management, quality control, commissioning engineer, Construction Rep, or a similar technical function.
• Experience in an International overseas location is desirable.
• A High regard to SAFETY is a requirement, as is a willingness to participate and promote SAFE OPERATIONS at all times. May be asked to Mentor/Advise peers on technical issues.
• Must possess the ability to work on several projects at once and to effectively interface with other disciplines.
• Possesses a working knowledge of industry codes governing work in the i/e discipline.
• Be familiar with industry codes governing work in other disciplines. Mech,electrical etc
• Experience with sour gas or crude oil processing facilities is desirable.
• Possess demonstrable leadership abilities.
• Past supervisory experience desirable.
• Must have and demonstrate an understanding of project scheduling, cost tracking and contractor evaluations.

Essential Position Functions:

• Have a Strong “Work Safely” ethic and be a motivator.
• Participate in NEAR MISS and SAFETY OBSERVATION programs.
• Provides guidance to National Employees in the I/E discipline.
• Review job packs to ensure constructability of the work.
• Review job packs issued for Review and comment “IFRC job packs” .
• Able to review material takeoffs to ensure all materials required for the job are available prior to work commencing.
• The ability to multi-task up to 7 or 8 major projects, all running at once and at varying stages of construction.
• The ability to bring to a safe and successful completion and within schedule, the yearly plant turnaround work. This work is crucial to achieving plant yearly production targets.
• The ability to function calmly and determinedly under sustained stressful periods that can be experienced during these turnaround periods.
• Monitor Contractors’ personnel to ensure firm adherence to safe work practices.
• Develop a good working knowledge of contract terms and ensures Contractor compliance with contract terms & conditions.
• The ability to read and understand engineering drawings (PFD, P & I D) for the assigned i/e discipline;
• Controls quantities of Contractor personnel and equipment assigned to reimbursable jobs to maximize efficiency and minimize overall costs.
• Monitors the quality of construction work performed by the Contractor and ensures adherence to project specifications, codes, and AFC drawings.
• Monitors Contractors’ time sheets and invoices for accuracy.
• Reviews the accuracy of “As-Built” information supplied by the Contractor.
• Interfaces with the appropriate Project Engineer(s) on technical issues to ensure project objectives are met.
• Participates with Operations during final job reviews.
• Compiles the necessary project closeout information.
• Takes a lead i/e role on major projects. Provides functional guidance
for all disciplines on the larger, more complex projects.
• Receives only general instructions on the full range of project work, but more detailed instructions on more involved complex work. Looked upon as a resource in the group.
• Demonstrates Supervision skills.
• Is accountable for the success of the projects assigned to the i/e group.
• Conducts Pre-Construction (kick off) Meetings for Large Projects.
• Prepares Pre-construction (kick off) Meeting minutes.
• Conducts Weekly Construction Meetings and prepares the Meeting Minutes
per project.
• Provides mentoring, guidance and work direction to less experienced i/e Construction group Representatives.
• Reviews ‘Site Engineering Queries’ (SEQ).
• Ensures that the contractors receive approved answers to site engineering queries (SEQ).
• Writes ‘Instructions To Contractors’ (ITC) to complete PE approved extra work.
• Using past experience ensures that contractor quotations represent value for money before seeking project engineer approval.
• Reviews any changes in cost of Lump Sum Projects
• Acts as liaison between Metrology, Reliability and other groups over I/e matters from instrument check calibrations through to data sheet queries.
• Expert knowledge of industry codes governing work in the assigned discipline. Familiar with industry codes governing work in other disciplines. Functions as a Mentor/Advisor to peers on technical issues.
• Inspect Contractors’ work for compliance to Specifications, standards & drawings.
• Can Monitor QC tests and approved checklists.
• Ability to learn, or speak Russian, is an asset, but not a requirement.
• Review Contractor’s Construction Schedule for practicability.
• Anticipate and solve construction problems. Suggest alternative methods of construction.
• Co-ordinates Construction activities with Operations and other Contractors in the work area.

Special Skills / Requirements:

• Able to articulate complex thoughts and Ideas well. Advanced vocabulary. Strong oral presentation skills. Ability to think on feet and communicate fluently on social and business related topics without preparation.
• Due to very diverse contractors and site conditions strong interpersonal skills, stamina and dedication are a must in order to bring each project to a safe successful conclusion within schedule and budget.
• As a mentor must have a positive “can do” attitude, accepts challenges as a team player and display an enthusiastic attitude to overcome project roadblocks and hurdles.
• Working knowledge of computer software, as used in day to day work (Microsoft Excel, Word, E-Mail, Project, and J.D. Edwards).
• Ability to calibrate and test various instruments and electrical equipment.
• A sound technical knowledge of process automatic control systems.
• Must have working knowledge of DCS, SCADA and PLC systems (Hardware and Software)
• The ability to work a rotational schedule.
