The Role:
The Construction Specialist - Lifting Engineer is accountable to the Technical Services Manager and will ensure the project conforms to the requirements on the Company UDP Management of Lifting Operations & Lifting Equipment (EP-SDP-No. 3.2-0002). The position will be in a remote desert camp location and will have a rotation at site on a 5 week on / 3 week off basis The Construction Specialist - Lifting Engineer will provide technical support but predominantly is responsible for setting clear standards and achieving integration and continual improvement in the management system, through understanding, monitoring risk, barriers and mitigations and will be responsible for the following functions:

• Be independent of the lifting contractor or work group
• Providing oversight & assurance that the EPC Contractor is delivering the field work in a safe and effective manner in their designated area, to ensure that Project schedule and Project specifications are met and that work is completed safely and according to time and budget parameters.
• To provide contractor performance management and ensure contract compliance.
• Verifying the contractor meets its contractual obligations
• Providing Technical overview for Lifting Operations on the CPF Site
• Establishing a system for verification of category 2 and 3 lifting plans.
• Providing local OMS procedures that conform to the requirements of the Company UDP Management of Lifting Operations & Lifting Equipment (EP-SDP-No. 3.2-0002) practice, and integrating systems within the organisation
• Verifying the risk assessment process is implemented
• Verifying that lifting operations are planned and executed in full conformance with OMS requirements
• Providing self-verification and contractor oversight
• Ensuring that all relevant engineering standards are applied during the development phase of the work scope and that results are documented and communicated
• Verifying that the technical requirements and maintenance regimes have been established for lifting equipment. Giving due consideration to

o Examination
o Inspection
o Component Life Cycles
o Manufacturer’s instructions / recommendations and risk

• Establishing a system to record site conformance score
• Providing Self verification, intervention, escalation to cause corrective action
• Defining and providing verification of the competence of all site based personnel conducting lifting operations
• Verifying that a system has been established for managing a strategic continual improvement process, based on:

o Risk
o Key Performance indicators
o Safety Trends

• Safety Leadership. Acting as a role model to promote the highest standards in HSSE culture in the project community.
• Ensuring compliance with the safety assurance plan so that work is accomplished in an environmentally sound manner using safe work practices.
• Liaising with Area Construction Managers & Superintendents regarding possible construction interface issues within the battery limits & cooperate to resolve such matters.
• Integrating with other disciplines, HSSE, Quality, Engineering and Project Services.
• Conducting and record site inspections and risk assessments.
• Ensuring all regulatory and statutory requirements regarding administration, testing and record keeping are met and that reporting progress is accurate and in the required format
• Participating in Knowledge Management (Lessons Learnt).
• Have experience on large onshore plant projects and strong working knowledge of construction planning, construction methodology, productivity analysis, quality assurance and HSSE procedures.
• Ensure management of change (MOC) requirements regarding field design modifications and scope changes are met by forwarding appropriate documentation for processing.
• Have knowledge and be familiar with Construction methods, Codes and regulations, Safety rules and construction techniques.
• Ensure Mechanical Completion (MC) system boundaries are defined and MC handover sequence agreed.
• Have work experience in extreme heat and remote site conditions.
• Have work experience in international, multicultural projects.
• All other duties and tasks as required by the Technical Services Manager.

Essential Skills / Qualifications:
• BS in Mechanical Engineering or BS in Civil Engineering with mechanical background
• Extensive experience in Lifting operations and review of lift plans
• Demonstrated excellent written, verbal communication, and presentation skills
• English language fluency
