The Role:
Field supervision of all mobilization/de-mobilization, construction, pre-commissioning & commissioning Works undertaken by Contractors. Responsible for receiving PTW, monitoring, inspecting, approving and ensuring that construction activities progress to schedule and that quality and safety objectives are met.
Reviews and approves Contractor’s daily construction plans, method statements, manpower/equipment utilization plan and materials handling arrangements/logistics. Co-ordinates Works execution with other concerned company End-Users, including local authorities and interfacing parties.

Project Supervision
• Supervise project construction activities on a daily basis on site and attend to the resolution of all constructability issues to ensure construction is progressing in a safe manner, on schedule, as per approved specifications and procedures, and in compliance with scope definitions and construction drawings.
Consultant Supervision
• Provide input regarding front-end and detailed engineering designs prepared by consultants on all issues pertaining to constructability matters to ensure relevance of consultants’ designs.
Contractor Review & Supervision
• Participate in progress meetings, contribute to reviews of contractor resource schedules during tender technical evaluations, and oversee that such resources are deployed on site following the award of the contract to ensure adherence of contractors to contractual obligations, quality plans, schedules, resource/equipment utilization, and AFC drawings. Signs as Permit to Work (PTW) Receiver and verifies on site work safety compliance by Contractor Site Supervisors.
• Oversight and direct supervision of contractor construction, testing, pre-commissioning, commissioning and demobilization activities.
Pre-Work Planning
• Assist with arranging the necessary site access, entry passes, site and safety inductions, fire fighting, welfare facilities, approvals, certificates for permitted activities, permits to work, and applicable training to outsourced personnel prior to commencement of work on site to ensure compliance with applicable policies and procedures and contractual commitments.
Post-Work Audit
• Conduct thorough, systematic, and timely inspections on all completed activities within assigned scope of work by listing incomplete or deficient works and consolidating end-users’ observations to ensure timely completion of works to approved scope, standards, and specifications.
Training
• Participate in the ongoing development and training of the department’s Qatari employees to ensure uninterrupted transfer of know-how and long-term career coaching for the concerned individuals.
Safety, Quality, and Environment
• Ensures that all relevant safety, quality and environmental procedures, instructions and controls are adhered to so that the safety of employees, quality of products/services and environmental compliance can be pro actively managed.
• Monitors compliance to all requirements under the guidance of applicable safety standards and or procedures
• Participates in Incident Investigations

Essential Skills / Qualifications:
Minimum Qualification:
• Bachelor’s degree in engineering

Minimum Experience:
• 5 years of professional experience in construction industry, preferably within the petrochemical or allied industries
